This chapter describes the sponsor's federal obligations under Grant Assurance 23, Exclusive Rights, which prohibits an airport sponsor from granting an exclusive right for the use of the airport, including granting an exclusive right to any person or entity providing or intending to provide aeronautical services to the public. In particular, the sponsor may not grant a special privilege or a monopoly to anyone providing aeronautical services on the airport or engaging in an aeronautical use. The intent of this restriction is to promote aeronautical activity and protect fair competition at federally obligated airports. a. Conditions for Denial. The assurance prohibiting the granting of an exclusive right does not penalize a sponsor for continuing an existing single provider when both of the following conditions exist: (1). It can be demonstrated that it would be unreasonably costly, burdensome, or impractical for more than one entity to provide the service, and (2). The sponsor would have to reduce the leased space that is currently being used for an aeronautical purpose by the existing provider in order to accommodate a second provider. In the case of denying additional providers, the sponsor must have adequate justification and documentation of the facts supporting its decision acceptable to the FAA. Both conditions must be met. (See 49 U.S.C. § 47107(a)(4)(A and B) b. Demonstrable Need. When the service provider has space in excess of its reasonable needs and the sponsor claims it is justified based on the service provider's future needs, the FAA may find the sponsor in violation of the exclusive rights prohibition if the service provider is banking land and/or facilities that it cannot put to gainful aeronautical use in a reasonable period of time and/or the vacant property controlled by the service provider denies a competitor from gaining entry onto the airport.*** You'll have to wait to see what the FAA safety study says, and if it says there is no reason a second "SASO" can't be accommodated then it cost the City of Deland a lot of federal funding to say no. you can't pay for kids schoolin' with love of skydiving! ~ Airtwardo

A couple of other things to consider informing people of in the future if you wish to avoid "drama" as you say, 1. packers? 2. Packing, indoor on carpet or out in a tent on a tarp? 3. Showers on site? 4. Shitters flushing or porta? 5. Camping on site? 6. RV hook ups? 7. Local lodging? (how far away?) 8. Food & hydration on site ? (if not how far?) 9. Rigging on site? 10. Registration fees? 11. Load organizing? 12. Gear rental? 13. Transportation to beach jumping location? Shuttle bus? 14. Transportation to & from commercial airlines? 15. Jump ticket prices? 16. Dogs or kids welcome? 17. nite life on site? (band?) 18. Swoop pond? 19. How far to buy booze? 20. Specialty aircraft? 21. Manifest system, tickets or CC account? This is all the kind of stuff you need to have answers for and or put in your first post & or website, by doing so your keeping from having to hassle with an answer for every little detail people can think up and even when you do cover all the bases people will still ask for more details, so it's best think ahead and have all this kind of crap up front and ready to go so that when people ask or visit your website to find the info they need to decide if coming to your event is something they can do based on standard things boogie goers look for you won't sound like a prick who get's his panties in a wad because people are asking for information about an event your advertising to the public and asking them to (in most cases) spend a fair amount in travel to get there. You can't just throw out "hey we're having a boogie over here, come support us" people need to plan ahead for how to pack or how much the trip will cost from airfare to rental cars and shit like that, you can't be surprised or get pissed off at people who want more info when you fail to provide it, just posting your website addy and having people visit your website that also is lacking pretty much every detail on the list above, to think other wise is a good marketing plan for your events and DZ is asinine. DZ.Com peeves: 1. People that post their planing to put on an event and and leave out important details people need to know, like where it's at. 2. Dropzone owners who place wanted ad's for seasonal staff and don't or won't give the dropzone name or location, like it's some big f'ing classified info as to what state or city their in. Because the way your posting sucks ass and seems misleading to people. Yes you said: The you go on to say: Most people would be lead to believe, with wording like " you will be in the heart of spring break!" & beach jumps, that your are in panama city beach doing beech jumps, that and most people would not consider 50 to 70 miles inland in hickville FL being in the heart of spring break. Maybe if you would slow the fuck down and write an informative post with all the details in one post that names the location of the DZ and that you plan on having other aircraft for beach jumps @ another location on the beach, and the rest of the groovy shit people need to know with a hyperlink to your website then maybe you could have avoided all this bullshit. Sorry dude your lack of forth coming information makes you look sketchy, so for the future you might want to work on your advertising or contact those who have a lot of experience in running boogies and how to advertise them to the masses because in the long run it will make you more successful. you can't pay for kids schoolin' with love of skydiving! ~ Airtwardo

What I get out of her comments is that she made movements in the AC during the time to be ready to move to the door and was swapping seats, all of this was on her own accord and not at the direction of the inside instructor. (take all your instructions from, Bob) By deciding on her own (based on earlier jumps) to take action and move around, it would be the job and duty of the controlling instructor to correct the action.... most inside I's have a grip on the leg strap and it would be very easy to "man handle" one back in place, where they should be! Anyone who has been there would be thinking WTF if your student started acting all fucked up and trying to swap seats while moving towards the door in exit order. Many people wear full face's and most students don't clear their ears @ alti. make the combo a set up for not hearing, meaning hand signals and in some cases man handling a needed tool to control your student, after all that is your job and why we get paid the big bucks! It's clear by the OP's posts she was never commanded to make those movements at that time. Despite getting good feed back and real life "could of been this reasons" she keeps on bitching about it. And instead of seeking the reasons she is going to go to another dz for the better vibe and the cute guy she likes better, that is all fine and dandy, but after reading all her post, she sounds like a problem child with thin skin who likes to whine a lot, you know the kind of student we end up giving the directions to the other dz down the road so they can deal with them.
