While the filet minion is the most tender, the porterhouse (actually two muscles the yummy, yummy top loin and the delicately soft tenderloin) is more flavorful and I think the best of all steaks. In Miami a shelter for women had to go through a 26 month process including a series of meetings open to the public (required to be held in the area affected).
