As you know, welfare has multiple meanings. The one we tend to think of first is the check that the government gives to qualifying recipients. While this is welfare, any law that insures the health, happiness and prosperity of the nation would also be considered contributing the the general welfare of the population. This means, that if Congress felt the need, thecould implement Socialism, and still be within their Constitutional authority. The Executive branch, with consent of Congress, is allowed to establish departments of governmen, to help implement the requirements of the Constitution. The Federal Reserve is one such department. As far as gun control goes, while the Constitution does not grant unregulated freedom to keep and bear arms, I do feel that there are some people that have gone a bit too far to protect us from ourselves. True, not all denominations of Christianity take Communion (from the same root origin as communism, BTW), however, it was offered at the Church Washington attended with his family, but he consistantly refused it.
