Duane as far as I can tell had ZERO parachute training or experience. Orange, your legal instincts are 100% correct. The FBI owes no duty to Jo to prove Duane's innocence. Duane was never prosecuted for NORJACK. Nobody but Jo believes he was Cooper. If Jo chooses to spend the rest of her life pursuing a flawed theory that the FBI could easily debunk, they still owe no duty to so inform her. If Duane were being prosecuted for or serving time for a crime he didn't commit and the FBI withheld exculpatory evidence, that would be an entirely different story.
