"Is it true what I hear about most equipment over there being able to play both standards?" Basically yes, its not true NTSC, but it is watchable. That goes for things like TVs and VCRs etc, different story for cams. I've had the same issues as you trying to convert NTSC to PAL in minidv format, I've ended up sending tapes to repro houses to have the conversion done professionally, probably not worth it in your case. As I recall, its been discussed pretty much to death here on the forum, its not good news, the format of the video is slightly different from regular miniDV, so you can't firewire footage between say a TRV, or PC cam and an IP7. "The gun ban did nothing to stop gun crime, nor to reduce the number of murders. It is a failure, which deprived law-abiding people of their property and their sport, for nothing." I strongly (and respectfully) doubt that this tragic situation could have been avoided by relaxing our current gun laws to the previous arrangements. Especially if the homeowners were adhering to the (previous UK) law and responsible gun onwership guidance. We would have required some sort of further relaxation of our previous laws to enable the homeowners to react within a reasonable time frame. Prior to the present gun control laws, we had to keep guns locked, and stored separately from ammo. Maybe its a regional thing, local bye laws?
