[Lesson] Bzzzzt! It hapened in one fell swoop. Originally, under Article 1, Section 3 of the Constitution, each state's Senators were chosen by that state's Legislature. Then the 17th Amendment was passed, which mandated that Senators be elected by popular vote of the state's citizens. [/Lesson] Ok, I think the Oregon legislature chose to appoint the senators that were elected before the amendment was passed. But there is nothing in the Constitution demanding a first past the post system for the house. If I read it correctly any state could go to multi member constituencies, state wide PR, single transferable ballot, or any one of a number of selection methods.

I agree. The PR system has stability issues in parliamentary systems like Israel and Italy, but the US congressional system seems to be very suited to it. Is the first past the post system mandated in the Federal constitution or could it be changed state by state? I seem to recall the method of choosing senators was changed one state at a time.

Most hospital work is not life threatening. Even here in Canada if you cannot demonstrate your insurance they will not treat your non urgent problems.

Winner take all or proportional Rep? Edited to add: A PR system in the house would allow smaller parties to gain seats.

Since you are convinced that proportional representation is best for the EC, do you also advocate it for the House of Representatives?

Something like that happened in Alberta last year. The ruling Conservative party was electing a new leader; the winner became the Premier. After the first round it looked like a very conservative evolution denier would win. Activists in the two left of centre parties told their faithfull to go join the Conservative Party so they could vote against the bible thumper candidate. They were successful; the third guy on the ballot came up the middle and is the Premier today.

No, he is assuming that on the margin his campaign dollar is more productively spent directed at voters on the coast than in fly-over country. The candidate will talk about crime and pollution standards rather than agricultural water policy. This will be the case during the term as well, not just on the hustings. Yes electronic media does diminish the importance of physical presence; it does not eliminate it.

It really isn't a problem. From Barcelona the only trick is to make sure you get a fast train not a slow one. If you can get a flight into Girona that is way closer. The bus to Empuriabrava is quick and easy. Have fun. -
I am stunned by the article. I took a quick look at the math and from that it is obvious that,... Ok, my eyes glazed over at the math, but the explanation was very good. I do wish he would have produced a comparative number for an individual voter in a unitary first past the post system. Edited to add: I guess I could just run the numbers myself.

Would the "evidence" still have been there with a Gore White House? Was the current administration completely "taken" by the (we know now) false evidence of WMDs? Without that smoking gun Germany and France never would have even entertained the notion.

I don't see Gore in Iraq. I see a lot more US presence in Afghanistan as a result. Who knows what that does to Pakistan. The big tax cuts don't happen with all their short term and long term implications. Congress wouldn't have ratified Kyoto but more policy would have swung toward reaching the targets anyway. I think it would have mattered a lot.
