I have also worked DOD, Capital Police, NYCFD, NYCPD, and countless other agencies. But I am not an "engineering guru" as you put it. I focus on certain areas and seek advice from those who are far more knowledgable than I when delving into unfamiliar territory. You should give it a try sometime.
