Unfortunately, as with most government programs, there will be plenty of people who take advantage of the system. I don't mean to downplay your point or experiences because it's heartbreaking. Right. Salute the rank, not the man. Pay is based on rank and time, not individual performance. Individual performance might help one get promoted, but it might not. The army is nowhere near the capitalist end of the dichotomy. That doesn't leave much in the way of alternative descriptors. Time in grade is one factor for promotion.
