  9. That is because ultimately, those were/are Americans in need of help, and so the federal government rightfully should accept most of the reponsibility for the failings in the aftermath. The state and local governments were unable to operate at full efficiency immediately following such a huge storm. And they were in need of help before the storm hit, and before the state and local governments were unable to operate at full efficiency before the storm destroyed them, before it was a federal responsibility.   10. He appoints them; He is reponsible for their actions. If they were voted in, that would be different, but they are appointed by the President, and remain a part of his branch of government. So if they nscrew up, he is fully responsible. I think it would be more accurate to say that he is ultimately responsible. (for the actions on the federal level) FGF #??? I miss the sky... But on the Army core of engeneers website it says that they were called upon to design / build systems to prevent flooding.. It then stated that most of these were turned over to the local gov'ts to run and maintain... Never was my question answered if this was the case with those levees?   16. IMO, no matter who the President is, they are responsible for the actions of their appointees. That responsibility comes with the power to appoint. DHS is a part of the Executive Branch, and as such, the President is responsible for their (lack of) actions. This has nothing to do with who is President. And I agree with this.. The president is "ultimately responsible" for what happens on the federal level .... Just like in my Navy the captian of a ship is ultimately responsible for the screw ups that everyone makes... It just seems that people like to ignore the fact that the city and state also screwed up big time, and the president / federal gov't is NOT responsible for that. FGF #??? I miss the sky...   20. I would have put a lot of money down if anyone asked me to bet before the hurricane if people would have considered your suggestion theft. [not that it would have been terribly appropriate of course]. Imagine the scene: A NO resident is sat in his yard opposite the kiddies bus depo. He watches a guy wander over to a bus, smash in the door with a crow-bar and start to hotwire the thing. NO resident challenges the would-be-thief: "what in the hell do you think you're doing there boy?". "I gotta steal this bus - I got no car and the mayor says to get outa town". "too bad boy, should have thought about that before you were poor. Aint no one going to steel no kiddies bus from behind my yard [cocks shotgun]". "but I got no other form of transport, I'll die here in the floods". "too bad boy, better get on walking outta town now before the winds come" [thief tries to drive off anyway and promptly gets one twelfth of a pound of lead in his side] Cops turn up and congratulate the citizen for preventing a thief from steeling city property. Taking a bus might not seem too bad an idea in hindsight. At the time I bet there would have been plenty of people willing to shoot you dead for attempting to thieve from the city during an impending emergency. Even now with the benefit of hindsight there are people posting here who have stated they would shoot looters on sight, be they taking water, plasma TV’s or even busses. I dont buy that, especially considering near the first day of this mess when I read about the guy that *DID* steal a bus and got himself and a bunch of people the hell out of there. Who's gonna shoot someone over a damn school bus? At that point how far you think cops are gonna go to stop a stolen school bus? People had other shit to worry about. But, if only the city / state had followed plan then there wouldnt have been any busses to steal huh? FGF #??? I miss the sky...   21. Your right, there is a shade of gray... It is an absolute SHAME that those "poor old dears" were not evacuated.. It makes me sick to think that people really were stuck there. There are some people that you just cant expect to do anything for themselves, because they are disabled / beyond their prime / whatever .... I do however have no sympathy for those who dont fall into that catagory. I also believe that the local gov't should be looked at VERY HARD as to why those people that needed help did not get it, before the storm hit. The federal Gov't needs to look at why they didnt / couldnt get in after the storm hit as well. Plenty of gray area here.. FGF #??? I miss the sky...   23. Please define "they." There were more than enough fuck ups to go around, at the federal, state and local level. I haven't seen anyone solely blaming the federal government, but I see a lot of people apologizing for their incompetence/neglegence. The "they" mentioned in that post would clearly be the city / state governments... Busses were City / State, Nat'l Guard is State, and requesting federal assistance is State.. Pretty clear to me what he was referring to in this post.. Yes, the feds messed up some in other areas. FGF #??? I miss the sky...
