OK perhaps stopping it may be a bit much but the authorities can put restrictions on when and where they can panhandle (as we had to do up here with our safe streets act), so as to prevent harrassing behaviour. Again if people can feed a homeless guy they can also just as easily drop food off at the food bank. If more people would do that the street-people would be more inclined to stay near the shelter and get a meal. I do not disagree with you but again with the existing government support for charities and private donations there would be a bigger proportion of each dollar donated actually spent on the homeless if there were fewer charities who each conducted a larger range of support activities. The homeless industry has become a make-work industry with patronage positions upon patronage positions adding to the layers of beuracracy soaking up charity dollars meant for the homeless. Uh-oh. I made the mistake of thinking this was going to be a mature adult discussion, devoid of silly personal attacks and innuendo. I sincerely apologise for imposing unrealistically high expectations upon you. I won't make that mistake again.   2. Fascist state might be a bit of a stretch. I think the idea is to get people to stop encouraging the behaviour of panhandling. Depends where you live. In Canada there is more of a sense of entitlement amongst our citicens (unfortunately) and that is also reflected in our panhandlers. Interestingly enough, tourists from around the world including the US have commented on the relative aggressiveness of the panhandlers here. Some of the ones here tend to act like wild bears that have grown accustomed to being fed by humans and it is causing problems. ***I am all for charity but I can see a need for controlling panhandling. How about more social services? If I were homeless and I could get free services from a shelter Iwould go there rather than begging.*** We don't need more organizations. We need to cut down on the number of charities and increase the breadth of distribution from the ones left over. Each charity requires a certain amount of overhead and administrative costs and the utter lack of economies of scale we see in the large number of charities results in a larger proportion of donations being put towards running each charity. With fewer charities we could cut down on the amount of directors, treasurers...etc and see more positive returns. Furthermore since much of the coldness people have towards panhandlers is derived from the negative experiences most have had with these guys, a law that cuts back on panhandling may allow people a little bit of breathing room which could result in them becoming a little more charitable. I know that moving to a large city where I had been harrased and even threatened by panhandlers caused me to develop a "Fuck-em" attitude (which I admit is wrong). I never felt that way when it was not being shoved in my face.   5. Is the law aimed at legitimate charities who operate in a controlled environment or just at individuals who give food directly to panhandlers? I can see the need for trying to minimise harrassing behavior from panhandlers. I give to the food bank but I generally avoid giving directly to panhandlers. We have had problems here in Toronto with aggressive panhandlers who will badger people and in some cases threaten or attack people.   9. Where has Isreal used human shields? Until there has been an inquest into the conduct of Isreal should we not refrain from declaring Isreal guilty of having deliberately targetted civilians?   10. No. Isreal has the right to defend themselves. They did not want this war. Every war in history has had collateral damage. Short of an inquiry proving that Isreal has deliberately targetted innocent civilians, they get the benefit of the doubt from me with regard to civilian casualties. Again with all the condemnation of Isreal in the media I hear very little criticism of hesbollah, or Lebanon for that matter. If lebanon cannot stop Hezbollah from stockpiling weapons and firing them at Isreal then Isreal has the right to cross the border and attack.   12. I do not know jack about base jumping and base rigs. For my own knowledge could you please enlighten me as to how this presents a danger? I am not disagreeing since I do not know and I trust in the judgement of those of you who enforce the rules of safety. I just want it explained for my own knowledge. Just said things that I later wished I had kept to myself. 2: The legal limit to drive is .08% which I beleive is approximately 2 drinks for an average sized adult (please correct me if I am wrong on that). He was at .12% ( 3 beers).....How out of control could he have been? Sounds like Mel needs to take a little more personal responsibility for his actions instead of blaming that big mean bottle of beer for forcing him to do that. Because coaches push thier athletes to do it ( not in any way excusing the athletes, they should be punished to), but so long as the coaches can attain glory having their athletes do this while downloading the risk of consequences to the athletes, they will not have any incentive to stop pushing this onto their athletes. I repeatedly hear about athletes receiving penalties for this sort of thing yet I do not see much coverage about coaches and trainers receiving similar penalties (not to say it isn't happenning). I have a hard time beleiving that these athletes could be doing this without their trainers cooperation. Why not allow the governing bodies to assume that coaches are aware of all drugs that their athletes use and provide tougher penalties including lifetime bans for coaches who's athletes test positive? We have no idea how much sleep the isrealis had, what amphetamines were taken to maintain alertness, how horrible the chain of communications were yet everyone seems to be jumping the gun and accusing the Isrealis of war crimes. This incedent has resulted in paranoid accusations that they maliciously wiped them out so there would be no witness to their so called genocide against the lebanese. No....but, The ACO's ( which they are to be breifed on before a flight according to the inquiry) stated that the Canadians were going to at that location ( a training area that the pilots were aware of) at that time. Despite that and the fact that the call that was sent out to hold fire (more than once) the pilot at 22,000 feet felt so threatened that instead of leaving the area (which according to the inquiry was the standard operating procedure), he elected to drop down from 22,000 feet to 10,000 feet ( thus bringing himself closer to the alledged anti-aircraft fire) and fire even after the other pilot had said to first make sure that they were not freindlies. There was ample evidence that these guys should have known that it was coalition troops in that known training area but they were bombed anyway. It turns out that the hold fire orders were not received, and the pilot was not given the warning that they were freindlies. It is at least possible that this same communication screw-up happened with the Isrealis. I acknowledge that it looks bad but again there has not been an inquiry yet so we should not rush to judgement.   24. During the initial war in afghanistan a US pilot dropped a precision-guided bomb on Canadian troops in a known coalition training area. Unless you would suggest that US pilots would deliberately murder Canadian troops I think it has to be considered that even with modern technology accidents like this can happen. Would it not be better to allow Isreal the benefit of the doubt pending an investigation? Maybe it might help clear things up for me if someone could give me a plausible motive for Isreal deliberately targetting UN troops. Can anyone enlighten me as to a motive?
