Thu Feb 24, 8:27 AM ET Oddly Enough - Reuters LONDON (Reuters) - A blind man has been arrested in Scotland after witnesses reported he sank his teeth into his guide dog and kicked her across the road, police said on Thursday. The incident allegedly occurred outside a busy shopping center in the Scottish capital Edinburgh. David Todd, 34, is expected to face charges of cruelty to animals and breach of the peace. A police spokeswoman said the 8-year old dog had been handed over to a charity dedicated to guide dogs. "When we took her into custody, she had no apparent injuries," she added.   2. I have a similar problem - what I have found in my research is that Windows XP has some issues with rotating the encryption keys and a signal can be dropped. It seems to happen the least with WEP and the most with WPA. One way I made it less annoying was extending the length of time before it has to change keys. Before I found this out I tried anything from unplugging the phone and microwave and adding on a -6db high gain.   5. No one knows the answer of what does and doesn't work. I agree however that this seems like a crude marketing approach to get money from desperate people. With something like cancer explore all the experts and what they have to say - on both sides. Hell, I know someone that was given 6 months to live with stage 2 small cell lymphoma (think I got that right) and is still alive almost seven years later. What did she do? Swore off western medicine, and picked up Yoga, Tai Chi, and a Macrobiotic Vegetarian Lifestyle with supplements. She is stronger and healthier than most people I know.   8. btw - do you have a progressive scan dvd player? I just saw something the other day that also ups the resolution of DVDs for HDTV sets.   9. That is a great disc to show a system off with. Fight Club and the original Matrix are two others that come to mind. Also, a lot of the "Superbit" and "infifilm" series are just top notch stuff.   12. I left for work at my usual time today which gets me to the office about 10 min early and I noticed that traffic seemed heavier than it should be at 8:30a. I really got upset once I merged onto I-94 I saw that it was going to take me over an hour to get to my exit just a couple miles away!! Needless to say I was pissed that I didn't check the traffic before I left home. I arrived over an hour late for work and they were understanding which caught me off guard. Apparently everyone heard about the terrible accident that involved one car and three semi trucks that happened at 5am. It shut down traffic for over a 20 mile stretch for up to 5 hours today. I wasn't too upset about being late and a bad start to my morning when I saw the pic attached and read the story below. Perspective is everything. Crash kills 1, shuts down expressway By Courtney Flynn Chicago Tribune staff reporter Published February 22, 2005, 1:34 PM CST A 23-year-old Chicago man was killed today and his sister and her boyfriend were seriously injured when their car was pinned by a semi-trailer truck against a concrete median of the Edens Expressway, police said. The accident happened near Touhy Avenue in north suburban Lincolnwood at the beginning of the morning rush hour, according to the Illinois State Police. It shut down the expressway for a time and snarled traffic for hours afterward. Juan Barrera, of the 2500 block of South St. Louis Avenue, was pronounced dead at the scene, police said. Barrera's sister, Gabrielle Ochoa, 25, who lived at the same address as her brother, and her boyfriend, Jose Andrade, 19, of the 2600 block of South Christiana Avenue, Chicago, survived the crash, said State Trooper Michelle Tufenkjian. They were in serious condition at St. Francis Hospital, Evanston. Earlier broadcast reports stating that the dead victim was 19 years old and that the survivors were his brother and sister were incorrect. Ochoa was driving a white 1996 Chevrolet Caprice about 5 a.m., police said. Barrera was in the back seat, and Andrade, in the front seat. The woman entered the northbound Edens at high speed from the Touhy entrance ramp and darted in front of a semi, Tufenkjian said. The truck rear-ended the car, pushed it into the path of two other semis ahead of it and then crushed the smaller vehicle against the median wall. No one in the trucks was injured. The Edens (Interstate Highway 94) was closed in both directions as rescue personnel used a Jaws of Life extraction device to remove people from the car, CLTV reported. The expressway was partially reopened about an hour after the crash. Speakers at the national meeting of the American Association for Advancement of Science expressed concern Sunday that some scientists in key federal agencies are being ignored or even pressured to change study conclusions that don't support policy positions. The speakers also said that Bush's proposed 2005 federal budget is slashing spending for basic research and reducing investments in education designed to produce the nation's future scientists. And there also was concern that increased restrictions and requirements for obtaining visas is diminishing the flow to the U.S. of foreign-born science students who have long been a major part of the American research community. Rosina Bierbaum, dean of the University of Michigan School of Natural Resources and Environment, said the Bush administration has cut scientists out of some of the policy-making processes, particularly on environmental issues. "In previous administrations, scientists were always at the table when regulations were being developed," she said. "Science never had the last voice, but it had a voice." Issues on global warming, for instance, that achieved a firm scientific consensus in earlier years are now being questioned by Bush policy makers. Proven, widely accepted research is being ignored or disputed, she said. Government policy papers issued prior to the Bush years moved beyond questioning the validity of global warming science and addressed ways of confronting or dealing with climate change. Under Bush, said Bierbaum, the questioning of the proven science has become more important than finding ways to cope with climate change. One result of such actions, said Neal Lane of Rice University, a former director of the National Science Foundation, is that "we don't really have a policy right now to deal with what everybody agrees is a serious problem." Among scientists, said Lane, "there is quite a consensus in place that the Earth is warming and that humans are responsible for a considerable part of that" through the burning of fossil fuels. And the science is clear, he said, that without action to control fossil fuel use, the warming will get worse and there will be climate events that "our species has not experienced before." Asked for comment, White House spokesman Ken Lisaius said, "The president makes policy decisions based on what the best policies for the country are, not politics. People who suggest otherwise are ill-informed." Kurt Gottfried of Cornell University and the Union of Concerned Scientists said a survey of scientists in the U.S. Fish and Wildlife Service found that about 42 percent said they felt pressured to not report publicly any findings that do not agree with Bush policies on endangered species. He said almost a third of the Fish and Wildlife researchers said they were even pressured not to express within the agency any views in conflict with the Bush policies. "This administration has distanced itself from scientific information," said Gottfried. He said this is part of a larger effort to let politics dominate pure science. He said scientists in the Environmental Protection Agency have been pressured to change their research to keep it consistent with the Bush political position on environmental issues. Because of such actions, he said, it has become more difficult for federal agencies to attract and retain top scientific talent. This becomes a critical issue, said Gottfried, because about 35 percent of EPA scientists will retire soon and the Bush administration can "mold the staff" of the agency through the hiring process. Federal spending for research and development is significantly reduced under the proposed 2005 Bush budget, the speakers said. "Overall the R&D budget is bad news," said Bierbaum. She said the National Science Foundation funds for graduate students and for kindergarten through high school education has been slashed. NASA has gotten a budget boost, but most of the new money will be going to the space shuttle, space station and Bush's plan to explore the moon and Mars. What is suffering is the space agency's scientific research efforts, she said. "Moon and Mars is basically going to eat everybody's lunch," she said. Lane said Bush's moon and Mars exploration effort has not excited the public and has no clear goals or plans.   24. You have to wonder how long it will take China to get involved in this. My concern is this - with the stuff from Iran/Syria last week and now this, these two areas seem to be on a slippery slope. This administration hasn't really ever shown too much finesse with diplomatic and foreign relations and we have two very real powder kegs on our hands. Even if it never comes to arms, much needed foreign support and trade could be affected. Let's see how well Bush does in Europe this week mending relationships. North Korea Denounces Tokyo Attitude as 'Plot' TOKYO (Reuters) - North Korea on Sunday called recent Japanese moves to change its defense policy a plot to "reinvade" it and said Tokyo had joined with the United States in a hostile policy against it. The accusations, carried by the official Korean Central News Agency (KCNA), came a day after Japanese and U.S. cabinet officials met in Washington and expressed "deep concern" over North Korea's refusal to negotiate over its nuclear arms programs. Japan in December unveiled a revamped defense policy that suggested a shift from the purely defensive posture in place since World War II and saw a larger Japanese role in global military cooperation, along with a better response to terrorist and missile attacks. The new policy outline reflected concern about the threat from North Korea, which shocked Japan in 1998 when it launched a ballistic missile over Japan's mainland. "The military threat touted by the Japanese militarists is a far-fetched allegation fabricated by themselves," said an editorial in the North Korean Communist Party daily Rodong Sinmun carried by KCNA. "They have joined in the U.S. vicious hostile policy toward the DPRK and its moves to stifle it, and, therefore, the situation of the Korean peninsula has reached the worst phase," the editorial added, but gave no further details. North Korea said last week that it had nuclear weapons to deter a hostile United States and that it was withdrawing from six-party negotiations on its nuclear arms programs. In a joint statement issued on Saturday after Secretary of State Condoleezza Rice and Defense Secretary Donald Rumsfeld met Japanese Foreign Minister Nobutaka Machimura and Defense Minister Yoshinori Ohno, the two nations urged North Korea to return unconditionally to the six-nation talks that also involve China, South Korea and Russia. "The Secretary of Sate and the Japanese Foreign Minster made clear their deep concern over the statement," they said in a special communique. If the talks completely collapse, the parties would consider unspecified "measures," Rice said at a news conference, a possible reference to calls by hard-liners in the administration of President Bush for North Korea to face possible U.N. sanctions. Three rounds of talks on Pyongyang's nuclear arms programs have already taken place, but North Korea has for months resisted international pressure to resume them.
