FEC May Regulate Web Political Activity By SHARON THEIMER, Associated Press Writer WASHINGTON - With political fund raising, campaign advertising and organizing taking place in full swing over the Internet, it may just be a matter of time before the Federal Election Commission joins the action. Well, that time may be now. A recent federal court ruling says the FEC must extend some of the nation's new campaign finance and spending limits to political activity on the Internet. Long reluctant to step into online political activity, the agency is considering whether to appeal. But vice chairwoman Ellen Weintraub said the Internet may prove to be an unavoidable area for the six-member commission, regardless of what happens with the ruling. "I don't think anybody here wants to impede the free flow of information over the Internet," Weintraub said. "The question then is, where do you draw the line?" This election season has been a groundbreaking one online, as interest groups, campaigns and political parties use Web sites and e-mail to advertise, organize volunteers, reach out to donors and collect information about voters. Former Democratic presidential hopeful Howard Dean made the most pronounced splash online when he stunned his rivals by raking in tens of millions of dollars through Web-a-thons, a far cheaper fund-raising method than traditional dinners and cocktail parties. And Internet message boards, known as blogs, have become as common a place for people to air their political views as talk shows and newspaper editorial pages. The Internet also is where political players do what they can no longer do on television or radio. The National Rifle Association, for example, has started an online newscast and talk show to air its views on presidential and congressional candidates. The Internet is exempt from a ban on the use of corporate money for radio and TV ads targeting federal candidates close to elections, part of the new campaign finance law that took effect this election cycle. The November Fund, an anti-trial lawyer group partly funded by the U.S. Chamber of Commerce, is posting Internet ads criticizing Democratic vice presidential nominee John Edwards , a North Carolina senator and former personal-injury lawyer. The FEC exempted such ads from the law's ban on coordination between candidates and groups that raise or spend corporate money. Last month, U.S. District Judge Colleen Kollar-Kotelly struck down the coordination exemption, ruling that it "severely undermines" the law. Fred Wertheimer, president of the campaign watchdog group Democracy 21 and member of the legal team that successfully sued to overturn that and several other FEC rules interpreting the law, said campaign finance laws should apply to the Internet because substantial amounts of money are being spent on online at election time. The laws may not always apply to the Internet as they would to other venues, Wertheimer said, "but by the same token the Internet cannot become a major avenue for evading and circumventing campaign finance laws on the grounds that people just want the Internet free from regulation of any kind." Max Fose, a Republican Internet consultant who helped Arizona Sen. John McCain , a sponsor of the new campaign finance law, raise millions of dollars online for his 2000 presidential bid, is wary of the judge's ruling. "Whenever there's something new and emerging and it's still developing, to place restrictions on it I think is going to hurt how political candidates and elected officials look to use the Internet, to not only be elected but look to get voters involved," Fose said. _________________________________________ you can burn the land and boil the sea, but you can't take the sky from me.... One time, due to bad body position, I had the PC bounce off my foot after deploying from a track. If Kerry turns down equal time, it may be ok. However, this whole situation is still very unethical. Put it on the shelf and run it in 4 weeks. I watched about 10 minutes of Frontline (PBS) last night and a little bit of the Today show this morning. I found myself thinking that Today's interview with Kerry people commenting about Bush's plan for the debate tonight and Frontline's defending Kerry's voting record re: Iraq, smelled less of "news" than of agenda. So, why aren't we talking about them too? Sometimes those shows do cross the line. The FCC is usually powerless to do something unless someone files an official complaint. Then again, that complaint dies if the program can prove they offered fair time and it was turned down by the other side. I went on a Tuesday - the 2nd busiest renting day Blockbuster has due to new releases. All the copies of Hype were cheked out (I was going to rent it), and almost all the copies of F911 were still there. I saw it once, and that was enough for me. On my way home I stopped at Best Buy (the largest/busiest one on the south side of Chicago) and they still had both movies in the NEW RELEASES stand. Chicago is pretty much a democratic city and I know my area is as well (its mostly blue collar). I don't want to argure about F911, but all of it is not crap. There are some truths in there as well. I want equal time on broadcast media. I could care less who makes the investment to get anything into the bookstore, video store or theatre. Broadcast media is something almost everyone can tap into. By using a loophole and not calling this news is unethical. I would go so far to say that trying to air F911 right now would be unethical as well. If Moore found a way to get a broadcast station to carry his movie, I would want equal time for the GOP. Only fair. I won't complain that they had air time, because both sides had equal time. I am dissgusted by the mudslinging both sides have done - I've seen children call less names on the playground. I haven't read the entire thread yet, but apparently you missed "FarenHYPE 9/11" released the same day as the Moore film. So, what was that double standard you were claiming? BTW - I was at Blockbuster last night and both movies were on the same shelf in the New Videos section. So, what was your point about F9/11? Then of course there is Unfit for Command and the SBVFT ads on tv. Yup, the world isn't allowing both sides to voice their opinion. Broadcast media has some very strict rules when it comes to elections. Remember Stern decided not to run for Gov because he would have to release his personal financial information? There was a big dispute if he could still be on the air if he was running, etc? By trying to classify this as a movie or documentary they are trying to use the "not-news" loophole. If it was classified news it couldn't be aired without equal time to the other side. If anything, I see this as someone with an Agenda who owns a bunch of stations to force this onto the air. You do realize it could run on cable networks with now issues, right? Seeing that I just spent the last year working for a culinary school I can tell you first hand there are quite a few democratic chefs out there. Correct, CBS didn't forge any documents; however, you're out a limb suggesting that it was simply "poor research". As has already been documented, CBS ignored three experts whose opinion was that the documents were forged, experts who told CBS that they'd be in a heap of trouble if they aired them as authentic. You're right, they didn't forge the actual documents, but to simply call it "poor research" is an afront to anyone with even a little bit of common sense. Jim I heard they were advised against it, and heard the Gore Campaign turned them down. I had not heard about the three experts saying they shouldn't air them. Last I heard, most of the experts talking about that document were after the broadcast. But someone was claiming that CBS forged them. Last I checked CBS didn't forge any documents, they just did poor research on the documents to prove if they were valid. Someone else forged the documents. You may want to go back and re-read the news stories on that. Is Fox saying Dan Rather penned the letters now???? Does it matter that Roger Ailes the media strategist for Bush Sr is one of the top dogs at FoxNet? Wouldn't you consider the way a station portrays a candidate just as bias? Why does it seem that those on the right love to come up with names like this? Reminds me of what the kids on the playground used to do to cause a fight. Name calling. See, you need to stop seeing me as a liberal. I'm not. I'm open minded and I look at both sides of the story. As a former jounalist/reporter I never had respect for drudge because he cheapens the medium. There was a lack of respect towards the media already and his kind has made it worse. I don't see it as you say....I see it as shitty journalism and fair journalism. Look above - I said what CBS did was unethical and wrong. That right there blows apart your theory. No, he doesn't. He posts slander. He throws stories up on the web as quick as possible. He did it with the Monica ordeal and he happened to have a good source that leaked the info to him. And the mass idiocy in the public think "well, he had a good source on that, he must always be right!" Well, he isn't. Phree posted a link, and I posted about a topic he used to try to crush kerry and it turned out to be total BS! Not only did he post something of tabloid quality, he didn't retract or apologize. Now there is a young woman who was hoping for a career in politics that will not have a chance due to Drudge and his very unethical methods. Her future has been ruined by his lies. Haven't we loss ground since we declared "Mission Accomplished?" Are American troops still being killed over there? Do terrorists have a foothold? Have more hostages been killed? Is it possible that the entire country may not be able to vote due to terrorism and battles in towns? Have the civilian contractors started to leave the green zone again? Is construction happening outside the green zone? Aren't bombings happening on such a regular occurance now that they all don't get covered by the news? Hasn't our administration admitted they planned wrong? Hasn't our administration admitted that terrorists from around the world are now headed there?
