Perhaps the committee could perform a similar function for riggers' certifications around the world.

I guess we have invaded this country according to France Haitians speak Creole and FRENCH !!!! We also need the French nilitary to get in Haiti, because as far as I know, the US soldiers doesn't speak French and that can create big problems. If the US military are not willing to coordinate efforts with the French, then one can doubt about the "moral legitimity" of the US. There are still many many people who have received nothing yet. Of course everyone who has received help need more tomorrow. The more success they have the more the demands upon the system will be.
