While you are correct in pointing out one of the four rules of firearms safety, "Never point a firearm at something you are not willing to destroy" you are incorrect as to why people carry firearms. It just so happens that the most effective target area to stop an attacker is center mass. Well, a bad guy coming at a cop with a taser is universally accepted as justifying deadly force. Well, both states suffer for bordering DC. The major difference, as far as I can see, it Baltimore versus Richmond. (nothing separates the states except the Potomac River) Outside those two cities (and DC Metro Area), both states are largely agricultural or have insignificant towns here and there, with urban sprawl and suburbanization all along I-95 and moving out from DC. Oh, I can be mean and nasty as well, when dealing with people who won't listen or who are disrespectful. However, lowering yourself to screeching and lying doesn't accomplish much of anything, except looking like one of them. The problem is not that they are more effective. On the contrary, they are less effective and turn people off to involvement in the issues and decisions. The problem is that they get more, or all, coverage, and people are not exposed to a legitimate alternative.
