Well, think of HOAs as a group of local who are as power hungry as bureacrats, but without the restraint. HOAs have been known to ruin people's lives for no good reason. Tennesse and Florida permits get the most bang for the buck. The trade off is that TN covers South Carolina while FL doesn't, and FL covers Pennsylvania while TN doesn't.
