Hi Bill, After working in US gov't. contracting for 30 yrs, your premise may be credible. But, I doubt it. Usually, ( and I know it is not universal ) long-term contracts have cancellation clauses in them. One of the last contracts that I worked on was for a 5-yr period. It was cancelled after 1-yr due to budget changes. The agency paid no money ( as you list in your post ) to the contractor due to the cancellation. If you have specific knowledge of these contracts, I will yield to your knowledge. Jerry Baumchen PS) Most US gov't. contracts have that 'small print' about budgets being cut by Congress. It's usually in the boilerplate that no one reads.

Hi Ken, Re: The free world is far larger than the good'ole'USA. And somehow it manages to stay free without a right to bear arms. Absolutely! I am not for taking away all guns that us Americans own ( not me in that 'us' ). However, I strongly want 'something' to change. These mass shootings of innocent people is simply unacceptable to me. I would support Keith's previous ideas if it were that or nothing. To say that the 2nd is absolute defies our right to amend the Constitution.* Jerry Baumchen * Which I will not see in my lifetime. Although, back in '63 I said the same thing about the removal of the Berlin Wall. Look what happened.

Hi Sky, Here is some of it: Officers regularly come into situations where violence must be used. For example, in an argument, a fleeing suspect or when a person wants to hurt someone else. Sometimes the violence is directed at the officer himself. Officers are trained to deal with all of these situations and, if necessary, use their baton, pepper spray or firearm. The police have the power to use force to carry out their task of maintaining the rule of law. The violence used must always be proportionate to the situation and the crime. This is also called 'proportional and subsidiary'. In a dangerous situation, the police try to de-escalate. First, the officer uses his voice to claim the suspect to do something or not to do anything. If this is not possible, he or she scales up to the use of weapons; for example pepper spray, the baton or deployment of the police dog. It's only at the last minute that the officer grabs his firearm. He can fire a warning shot. When there is severe weather, an agent often does not have time to de-escalate. He'll have the authority to shoot right away. An officer is also allowed to shoot to apprehend someone suspected of a serious offence. In those situations, the officer learned to aim at the suspect's legs. In the event of severe weather, the officer is allowed to shoot at the suspect's torso. Jerry Baumchen
