In the current times of which we live where the five second soundbite provided by any network with a particular political persuasion (and just to be clear, I'm talking about both sides) is broadcast to the masses, we never hear what members of Congress said in totality...we just hear what the networks want us to hear. It is not the diplomatic mechanism that some members of Congress find objectionable, it is the objectives of that diplomacy that are being debated, supported criticized etc. Probably not but in diplomatic negotiations, EVERYTHING is on the table. So what's wrong with telling the Iranians that developing, testing and/or deploying a nuclear weapon is unacceptable and that carrying out any of the three actions noted will result in the United States blowing their sorry asses to hell? With this administration, that won't happen. You want Iran nuclear armed? After all their pronouncements over so many years of Death to America and destroying Israel? Depends. How do you configure the device for maximum spread of the rad material? I take it you're talking about what is commonly referred to as a "dirty bomb?" Use of HEU in an IED is not the best use of HEU although the use is possible since it is radioactive material. A lot of time, effort, technology and $$$ goes into producing HEU aka fissile material. And just to be clear, the configuration your proposing is a long way from a fission bomb. I'm not going to go into it, however you can see this all in the open sources such as Wikipedia.

Just a quick geographical point. Roseville is about 20 miles West/Northwest of Sacramento. Roseville is in Placer County and Sacramento is in Sacramento, County. Urban growth has of course connected the cities but there was a time I remember quite well when there was a lot of empty land between them. Of the two locations, Roseville would (IMHO) work better.
