No it doesn't say that, It says it can be used on someone who has a weapon ready for immediate use. It also states that that person must be a treat to another person. It can also be used on someone resisting arrest. You got the last one right. However it specifically forbids the use of pepper spray on groups. It's actually Kennedy who makes the claim that police forces everywhere use the same rules and regulation considering tear gas/pepper spray. If you had read the topic, you would have known that. My source disproves that claim btw. It simply may not be used against non-violent people that are sitting around doing nothing in NL. A cop who does that would be lucky to only loose his job after that.

There's a lot of difference between a carefully prepared stunt by a professional and this. While it's at least theoretically possible, it seems awfully unlikely. OTOH awfully unlikely things do happen all the time.

Well, Call me an insensitive a-hole, but if you weigh 400 lbs, you did it to yourself and you shouldn't make it anyone else's problem. As for oil not running out any time soon: the remainder of the oil gets more expensive to extract, and when oil gets more expensive, everything else will get more expensive too. Other then that, oil is very useful apart from it's ability to burn.
