  2. You're not gonna believe this shit... but I work at the state legislature in GA and one of the standing committees that I staff is the Game, Fish and Parks Committee... This past legislative session there was a bill introduced to make legal (mostly to define it as there was no prior code addressing the matter - a grey area) the taking of certain fish species by "Noodling" or "Grabbling". 2004, HB 1095 - the "noodling bill", we called it. Eventually a bunch of other items ruled germane were tacked on and it ended up killing the bill for the session. I expect it back next year probably engrossed. Here's the text of that section: _______________________________________ SECTION 4. Said chapter is further amended by adding a new Code Section 27-4-37 to read as follows: "27-4-37. (a) It shall be unlawful to fish for game fish, catfish, and all other species of fish in the freshwaters of the state by grabbling, noodling, or hand grabbing except as provided in this Code section. Flathead, channel, and blue catfish may be taken by hand without the aid of any device, hook, snare, net, or other artificial instrument and without the aid of any scuba equipment, air hose, or other artificial breathing apparatus between March 1 and July 15 of each year. (b) It shall be unlawful to alter any natural or manmade feature by placing boards, wire, barrels, buckets, or any device or obstruction in any stream or other body of water or to modify any log, hole, or other feature in an attempt to attract or capture fish by grabbling, noodling, or hand grabbing or to take fish by grabbling, noodling, or hand grabbing from such altered devices. It shall also be unlawful to raise any part of a natural or artificial device out of the water to aid in the hand capture of enclosed fish. (c) Any game fish, except channel and flathead catfish, taken in violation of the provisions of subsections (a) and (b) of this Code section, in the possession of a person grabbling, noodling, or hand grabbing fish shall be prima-facie evidence of taking and possessing fish illegally. (d) It shall be unlawful for any person to engage in the grabbling, noodling, or hand grabbing of flathead, channel, or blue catfish in the fresh waters of this state without a resident or nonresident fishing license as provided in Code Section 27-2-23." SECTION 5. All laws and parts of laws in conflict with this Act are repealed. __________________________________ Anyway... My grandfather used to do that kinda crap whenever we went fishing... it always made the hair on the nape of my neck stand up to see him run his arm down into some hole or up under some rock. I saw him pull out catfish, trout, turtles, and one time even a monstrous watersnake that had to be 5 feet long. NUTZ! Then again, he was really old-skool... a beekeeper who would watch bees collecting water streamside... track them back to their hive in the woods and then go in after the hives in old oak trees sans veil and gloves to collect the colony and take back home to his apiary. Sometimes some of the experiences he shared with me were painful, but man I miss that Guy. There was no way I was gonna put my hand down into a muddy waterhole and grab whatever happened to be there. Either way, many things aero and hydrodynamic have been copied from water-going creatures... There's an always been an interesting debate over whether to wax or not to wax a competition sailboat hull.   6. You're not the first to be victimized by this, and certainly won't be the last. Several years ago Georgia changed its method of registering vehicles to speed the process because everyone always waited until the last possible minute to register their vehicles in the past (same as tax day). Now we use a by-birthdate registration scheme. It worked, because you even commented on how quickly it went As I understand it, the plate stays with THE OWNER... not the vehicle. So, in other words, your father should have kept his license plate (that he already paid for) and placed it on his new vehicle (if he has replaced the one he gave to you). If you owned a vehicle PRIOR to his giving you HIS vehicle, then you should have pulled the plate off of your old vehicle and put it on the new one. The way all of this is handled is in the form of a tag TRANSFER. Basically, you pay the transfer fee and (I think... I'm not really a tag professional) perhaps a prorated ad valorem tax (if the new vehicle is worth more than your old vehicle) to get you through to your birthday, at which time you'll have to pay again. THis is only a half-hearted attempt at explanation.... YMMV. THe following site should help you sort out the details: http://www.dmvs.state.ga.us/motor/registration/ As for the emissions test, I can tell you that an emissions test is good for one year and they should have had that vehicle on record by VIN# and it should have shown that it was recently tested. You got screwed because the people running the tag offices at the local level still don't know what is going on. I realize it's a pain in the ass, but at least there's a process for being refunded your (erroneously paid) fee if you (and the tag offices) screwed up. check out: http://www.dmvs.state.ga.us/motor/registration/tagrefund.asp I'd check out the whole DMVS site and try to figure out which situation applies to you. Basically it boils down to this: once you buy a tag for a vehicle in georgia, the TAG IS YOURS. It stays with you if you sell the vehicle (as long as it is the same class of vehicle - in other words you cannot buy a tag for a volkswagen beetle and then put it on a mack truck). The person buying your vehicle either buys himself a new tag or puts his old one on it and pays a xfer fee. Good luck and if you need any help somewhere in the food chain lemme know. Gardner P.S.   9. Why would a larger pilot chute make for a slower opening? I've never seen an accuracy canopy up close. What is a t-handle? Can you describe it or maybe a picture? Flew with the right brake set!?! I presume he countered the turn the canopy should have had by using left brake to keep it flying straight. But what about landing? Did he try a right riser, left toggle flare? Not trying to criticize, just curious. Russell, I really just acted as the messenger in the case of this thread; Robin wanted me to take a statement from him and post it to the board and I did that. I'm not going to get involved in a debate over whether or not his choices, actions or memories are sound, proper or accurate. I do believe there is enough information presented here by persons with the requisite experience to glean the correct answers to your questions. That said, I do hope Robin heals quickly. Injuries: Broken C5 Broken left shoulderblade Severly broken left tib/fib Badly gashed right elbow with lower right arm nerve damage. For those of you who think I'm a devil, I'm happy to report that I'm being fitted with my halo today. Now for the technical details of the jump This began as a rigging error and ended as gross pilot error. The plan was to do a 2-3 second short delay to open high because this was a fast-moving parachute. I had a 36" PC on it. Another experienced jumper said I should use a 38" PC or bigger and I went with a 42" ZP PC that I had on hand. This created a 4 second opening because of the larger PC - resulting in a scenario exactly opposite from what I wanted and took more time to open instead of less. So I was deep in the canyon with a 40-60 degree off-heading to the right. I got the left toggle popped cleanly but missed the right - grabbing it like an old t-handle toggle on an accuracy canopy. I thought the brake was clear but it wasn't and I brainlocked and flew the rest of the dive with the right brake still set. I never attempted to clear it again as I was too busy looking at the ground. The canopy kept drifting right and I kept working it left and eventually stalled it onto the talus. This was the same canopy that I had a beautiful swoop with last year. This event was a rigging error followed by pilot error. Thank you very much for your thoughts and prayers. He realizes it is all his responsibility and, certainly, of all the injuries he sustained, his ego is probably injured the most. I know he was awfully concerned about the effect this had on the event, and I assured him that - had the winds not blown us out - we would have continued jumping ASAP. He's gonna be paying for this one bigtime. It's not hard to side with common sense with crap posts like the last two 'not surprised' posts. Really... you should spend some time watching sausage being made before trawling up crap like this. It's not so cut and dried as it seems to you. One cannot simply look to votes up or down on amendments to determine someone's overall position. There are so many nuances to legislative politicking that one really has to be in the thick of it to have any REAL idea of the 'why' behind the votes. Try to look at the big picture. Are you _REALLY_ safer now than you were 4 years ago? Do you honestly believe that? What are you gonna do with N. Korea? No summit? Abandon diplomacy just 'cause you think talks will break down? Don't use the term BASE. We are backcountry parachutists when we talk to the NPS. This keeps things uniform and gets us away from the "BASE" stigma. The permit language includes the term 'backcountry', hence the uniformity. 2. It's a matter of fundamental fairness that NPS end 26 years of access discrimination through blanket prohibition (historical stance and confirmed by the 2001 NPS Management Policies prohibition at 8.2.2.7 - BASE Jumping). 3. The prohibition is based on an obsolete paradigm no longer supported by common sense. 4. The New River permit/waiver directly contradicts both the premise and justification of the prohibition policy (2001 NPS Management Policies prohibition at 8.2.2.7 - BASE Jumping). 5. History contradicts both premise and justification too: NPS has for years hosted the world's biggest fixed-object jumping boogie! 6. We've grown up as a sport and as individuals within it -- just like several other sub-disciplines of parachuting, we have developed our own rules, ethics and specialized equipmment. 7. We appreciate the NPS flexibility under the leadership of Director Mainella and look forward to working with her office to move forward to a fair and reasonble access solution for backcountry parachutists. ______________________ You can BEST help by writing your congressmembers and merely informing them of NPS' past actions, that you feel it is unfair that NPS has imposed these blanket prohibitions in a discriminatory manner, and informing YOUR congressional members that Rep. Tom Tancredo is working on this. Most members probably don't know that he has been working on this. Encourage your members to speak to Rep. Tancredo and to inquire about how your member might help. Other things you can do: Avoid upsetting the NPS further by not swatting the hornet's nest during BD and at other events and places.
