My limits vary. Steady are higher than gusting. Direction matters too. At my DZ southwest winds cause the worst turbulence in the landing area, east winds cause the least. I'll jump in worse conditions at this time of year than early in spring (currency). The best predictor is knowing your local weather patterns. Learn to read aviation weather reports. The pilots will help with that. The oldtimers can usually predict local weather pretty well. Talk to them. Learning some basic meteorology is a good idea. Understanding how fronts work and how high and low pressure affects weather will help you figure out what's going on. I've ridden the plane down due to weather worsening. We could see the trees moving around differently when the front came through and decided not to risk it. We probably could have landed ok (in retrospect) but I have no regrets for paying for that ride. I've also landed in conditions that were much worse than when we took off. It wasn't fun. The landing was ugly and I ended up getting dragged a bit. You have to decide your own limits based on your abilities and local conditions. Although it can be frustrating, I've always followed "When in doubt, sit it out". If I'm not reasonably sure I can handle what's happening, I will sit and watch. I would much rather sit on the ground today and maybe jump tomorrow than have to jump today and maybe sit out the next couple months. It isn't the question of getting hurt or not. That's a risk each of take every time we go out the door. It's the question of getting hurt and running up bills that could easily run well into the six figures with no means to pay for them. Which is the medical equivalent of the "Dine and Dash". Or begging for the money to pay for it from friends and family. Either of which would mean the rest of us pay for it. High deductible catastrophic coverage isn't that expensive. What's wrong with that book? I only read the page you linked, but it makes sense to me. No controlling, no manipulating, no "trying to change them". Or worse, trying to "fix" them. No, your reading comprehension doesn't suck. And low jump numbers doen't automatically mean you don't know what you are talking about (high jump numbers doesn't automatically mean someone does either). I try to keep my posts as short as possible and sometimes leave some stuff out in the interest of brevity. There is supposed to be an instructor, coach or D-license on the jump. As you qoted, there should be one "I" per student. There can be others that aren't instructors, ect. So, again, depending on what ratings/licenses the Brit couple had, you may well have been following the USPA rules just fine. And, as was pointed out, some places don't follow USPA rules. Read your SIM. After AFF, when you are cleared for self supervision solo jumps, you aren't supposed to jump with anyone but an instructor, coach or instructor-approved D-license holder. So, depending on what licenses/ratings the Brit couple had, you may have been within the rules. And yes, jumping with others really helps you learn stuff like that.
