  2. Regardless of whether or not your assessment of western states is correct It is. It is, for some, their job to do the exact opposite which is the point I was making. If it comes at the cost of millions of lives then the answer is obviously yes.

I'm not European but if you had even a shred of understanding regarding the ideas for what constitutes terrorism you would easily understand why soldiers of a nation state can be considered terrorists. Unless 'war crimes' are not one of the highest forms of terrorism then I guess we can excuse you. Sure if Thomas Jefferson - murdered innocent people - committed genocide - broke international laws (if they existed then) - invaded sovereign countries I would consider him a terrorist, however by definition the British empire were also abhorrently terrorist in action so I would probably hand him over to an as yet non-existent world court. You will have to pin point exactly why I would do this though given that I had a broader history education and didn't have to memorize the achievements of Thomas Jefferson for 12 years ala the U.S school system.
