I think yes. If there is a present risk ie infection (any STD) then the person should be obliged to inform someone before sex. As long as he has informed the other person about his condition if the other person is dumb enough to have sex without a condom knowing he is HIV positive then Darwins law precedes any other law. It is systemic throughout our society. It started when social workers decided that schools should build self esteem first and worry about actually educating people second. When this crop of kiddies graduated, they were the raw material that the military would try to train, however at 18 most of them had never once been criticised, punished, told that they had failed....etc. The clock needs to be turned back, not just in the military but when they are in potty training. The disapointment of failure and learning that your best simply was not enough is the greatest character builder a kid can have. Young offenders status in courts does have validity, in that we do recognise that minors do have less of a grasp on the consequences of their actions. I would be more inclined to try to reform a 14 year old who has been convicted of criminal activity (drugs, B&E, Auto-theft...etc) since there is still a chance of creating a contributing member of society. But with respect to violent crimes I take a harder line. One time offender I think their age should be taken into consideration but these teenagers that are already hardenned thug gangsters are probably irredeemable so it would be better to just stick them in adult court for adult sentences. I would be fine with legalizing drugs if people who use them were held responsible for their actions regardless of their addiction, and were expected to pay for their own rehab when they realize that it is destroying their lives. All too often when some crack-monkeys do some stupid crime to feed their addiction, the courts allow them leneincy to go into rehab rather than jail, because "he has a sickness". Furthermore we taxpayers pay for this. If an addict were held as fully accountable as the rest of us for his actions, and expected to pay for his own rehab (after the fact if neccessary) then I would be fine with legalization. Untill that happens I would prefer that hard drugs be kept out of the public hands. I would not consider marijuana to be a hard drug. Can't neccessarily say I agree. Even chronic alcoholics become problems while trying to feed their addiction. If heroine was legal it would be regulated and therefore something better would replace it in the illegal market. Ending prohibition did not get rid of the gangsters. Actually yes it does. Addiction is one of the key factors in crime. A heroin addict can rob me or someone I care about and hurt me/them in the process. I don't think we can compare heroin to homosexuality because to the best of my knowledge being gay does not destroy your life ( while some intolerant people might), and heroin does. When I see gay people approaching me I don't get apprehensive in anticipation of harrasment/potential violence. I do however keep a very close eye on obvious addicts if they are approaching me. I have witnessed/experienced abusive and violent behaviour from addicts particularly when they are desperate for money, begging and won't take no for an answer. When a freind and I chased and tackled an adict who had just knocked a woman out cold (she caught him breaking into her vehicle) he tried to pull a needle on us. Big fucking wake-up call; I have never felt comfortable with addicts in arms reach since. You simply cannot compare the externalities of the gay lifestyle to those of a heroin user. Very realistic actually. When outlaw bikers want to do a hit they do not advertise that it is a club sanctioned hit by having guys hop on their Harleys and carry out the shooting while wearing colours. That would be foolish. These guys opt for deniability nowadays, so a non-impressive common vehicle (green SUV) would be perfect. A rival club could very likely get a few prospects who are not full members (who want to become members), and send them off in a stolen green SUV with no-one wearing biker paraphanilia and have them carry out the shooting. This does not say that that is what happened, but it is far more plausible than you may think. The average Joe does not normally arbitrarily (or even in the heat of the moment) open fire on Bikers given their propensity for homicidal violence. This I agree with, but if it is an issue of rivalry then it might not make it to the police.
