I would presume that most people in North America would be caught off gaurd by hearing that 5/6 year olds still nurse. I remember reading about it when it happened and I recall them saying that there had been several complaints to the plice. Basically this was a standard middle class neighborhood where people could raise their kids without the usual urban problems and then the crackmonkey moved in and had more of his kind coming around turning a nice neighborhood into a cesspool. I agree that it is a silly law. That said, in my understanding the protocol for flying a your home flag in a host nation is that you fly it below the host nations flag (ie if I wish to fly a Canadian flag in the US I fly it below the US flag). Failure to follow that basic courtesy shows a lack of etiquette. Worth mentioning but again more laws are not needed. Either the city does something about it now before that culture becomes entrenched or it will lose the opportunity for good. Cities do not have to turn to shit just because of growth. Like any bad behaviour the more it is tolerated the worse it will get and the harder it will be to get rid of. If the majority stand up and loudly say NO while the trouble causers are still small in number, they can nip that problem in the bud and send the dirtbags packing. It will not be eliminated but it will certainly grow at a much slower rate.
