No it's not. He clearly states that it is a public school, not a private school. Depending on the location of the school, there might be quite a few parents who are not paying for the schooling at all.

That one would be pretty easy to envision. Deal takes place, drugs are handed over and money has exchanged hands. The criminal process has now been completed. Any aggressive behaviour taking place directly after that is no longer part of the criminal activity and SYG applies.
