Yes. Under Clinton, there were two years of surplus on- and off-budget. There were additional years of on-budget surplus. I don't think the word "Surplus" means what Politicians think it means. Since '41, We've never had a Zero Balance, always had debt, even the Gov web pages show that. Maybe we can stop with this misnomer and admit we need drastic change! Matt In fiscal years 1999 and 2000, under Clinton, the federal government had an on- and off-budget surplus, the federal government took in more money than it spent and borrowed. The debate concerns me, too. It is a sign that many people have rejected science, logic, and reason. The question "Is the climate changing?" stopped being controversial for the day-to-day business of climate researchers a decade ago, at least. What would you propose as an alternative to traffic signals? Most places I've lived have had intersections that would be nearly impossible to navigate if the signal was removed, but were otherwise left as is. Agreed. Count me among those who feel the financial sector is under-regulated. However, no matter how unethical their behavior, sentencing bankers to prison for breaking non-existent laws, even if those laws should exist, is wrong. Lawrocket has noted on several occasions that debt still increased in those years, likely pointing to the SS operating surplus being the difference. But that surplus is still a running debt that will have to be paid back. Given where we stand now, otoh, I'm happy as hell if we're in a situation where we're quibbling over tens of billions instead of hundreds or thousands. I've responded to Lawrocket's misleading claims several times, pointing out that, in those years, the federal government's cash accounts increased by greater amounts than the debt increased. That depends on how you quantify the problem. If your boat is sinking and you find large leak, you plug the leak and bail the water out. You don't first start worrying about why there is a leak there in the first place, that comes after you have kept yourself floating. You have now solved the problem of sinking, you have not solved the problem of how the leak got there. The US is in the same boat. While many are pointing fingers on who is responsible for the leak, the boat is sinking. Fair enough. My thinking is that any viable solution helps prevent the problem from reoccurring. For that, it must be understood why the problem occurred in the first place. If an experienced skydiver averages one main malfunction per twenty jumps, is the solution to cutaway and pull the reserve or to identify the cause of the frequent malfunctions in order to prevent them in the future? That sounds nice, but it would further decrease the probability of anyone but the rich being elected to Congress. Middle class folks couldn't afford to go two or six years without any income. Having zero national debt is not very wise either. National credit is important. That sounds a bit like slavery to me. Adults should be free to serve in the military or not, not forced to because they have a close relative who chose to serve his/her country in a different manner. There are more important considerations when electing a president than a candidate's military leadership skills. I think it's much better that career military persons are given the military leadership positions, and answer to the president. Even in times of war, the president has many (even more) important responsibilities that should not be delegated to the VP. Delegating such responsibilities to the VP without the president being incapacitated might very well be unconstitutional. One of the great things about a democracy or representative republic is that the government cannot fail the people unless the people first fail their country and government. Math tutoring available. According to some of the uninformed, anyway. That won't work. No one can agree on which programs should be cut and which programs should be funded. It's funny how people like to blame Obama until it is shown that it isn't logical to blame him for the debt or deficit growth in recent years. Then they change their tune to "stop blaming," instead of acknowledging that it was conservative leadership that led us into this fiscal mess.
