Well, like all laws there has to be enforcement. When I lived in Vancouver the number of SOVs in the carpool lane was definitely below 10%. The penalties are harsh. You should lobby your lawmakers to increase enforcement and penalties in order to make the public investment more effective. Cutting in front of regular traffic is specifically legal in most cities. Stopping for no reason is only a hazard if you are tail-gating or not paying attention. As I understood it carpool lanes were built to fight congestion with any pollution effects to be serendipitous. The carpooling SUV is completely legit.

He's very good when he's on form, but a little too often resorts to being loud and hysterical as an alternative to saying something funny or clever. That is the drawback of improv humour; there are a lot of swings and misses. The big problem is the guy with the canned laughter button isn't always sure when to tell us to laugh.

Of course you are right Mircan. There are no innocent sides in this; more importantly the majority of people on all sides are innocent. The world press is not good at conveying issues as complex as that; in short we want appointed good guys and appointed bad guys. There is not much question that the largest ethnic group perpetrated the largest share of crimes and so have been designated the bad guy. You people will have to wear that for some time just as the Germans wore the Goat's head for a long time after WWII. Serbia and Serbians will be punished, and continue to be punished for a while as a warning to others. People on this thread talked about how the rest of Europe has learned to live peacefully with each other and you people in the Balkans need to too. This is absolutely true, but people need to remember that the cardinal rule for peace in Europe after WWII was NO IRREDENTISM EVER. The resurrection of irredentism that comes with the decision on Kosovo will usher in a new round of conflict that will spread well beyond the Balkans. The majority of people in the Basque areas of Spain and France are Basques, not Spanish, not French. What do the Walloons think? The Scottish National party are celebrating. What about the Ethnic Hungarians in Transylvania? Did all the poles end up in Poland and all the Germans end up in Germany after WWII? How do they feel? Is the situation with Albanians making up the majority in Kosovo any different than the Scottish Protestants making up the majority in the six counties of Ulster? The Russians are absolutely right on this file; it is very bad precedent. -

As far as I know there is no country I cannot share my Canadian citizenship with. My sister has declined to get British citizenship even though she has lived there for twenty years because that would cost the kids their Canadian passports (they were born there). -

He would absolutely hurt Obama the most. Obama gets a lot of support from the unions; Nader is big on labour rights. Obama is the candidate of stickin' it to the man; Nader is all about stickin' it to the man. Obama is questioning free trade; Nader is very much anti-free trade. Ralph Nader running because Obama isn't anti-establishment enough for him is like Jesse Jackson running because Obama isn't black enough for him.

That is absolutely brilliant. I think HOV lanes do work. People who want the HOV lane returned to regular service just see the sparse line of cars. You need to remember that many if not most of these people will return to SOV behavior if they lose the HOV lane. If it is an HOV3 lane and 1/3 of the people go bac to SOVs then you double the number of vehicles that are currently in that lane. BTW those people all want your parking space. I do think that in most cases HOV lanes should be HOV2 lanes. The it is so much easier to find (and to live with) one commuting partner than two; this will increase usage in the HOV lane and remove more cars from the other lane.

For a pollution tax to work it has to be universally applied. Presumably the extra cost for the ferry will encourage burning biodeisel in the engines or the introduction of sail assist technology. The key is to not let the politics determine consumption, but to make the intrusion into the economy as acute an incursion as possible. The free market should still determine what is efficient and what people want; just with the caveat that adding carbon to the atmosphere is a bad(a negative good) that must be paid for like all other goods. -
There is a big difference between being fuctionally bi-lingual, being functionally bi-literate, and being fluently bi-literate. I know french Canadians who have lived in English Canada for more than twenty years and speak with very little accent yet have a hard time reading anything technical other than their own trade.

Nato invaded Serbia in 1999. They have been there ever since. They are not peace keepers since by definition peace keepers need to be invited by both sides; Serbia has made it clear they are not welcome since day one. You can make a good argument that the action is justifies because of Serbia's treatment of the Albanian Kosovars, but you need to see how many Serbians see it. Now that the precedent has been set how long before the Cetniks (ethnic Serbs in Croatia) try to hive off part of that country. What happens to Bosnia? Billy, you refer to the Serbs as Christians. It is important to remember that they are Orthodox Christians (Russian sphere of influence) while the Croats are Roman Catholic (German sphere of influence). Gets more fun by the minute doesn't it. BTW the northern part of Greece is called Macedonia, just like the former Yugoslavian Republic to the north. They have traditionally been in the Bulgarian sphere of influence, so the Greeks aren't to fucking pleased either. -

If the airfoil is going fast enough it should fly. The only limits I can see are mach and the induced turbulence around that, and the amount of drag, especially parasitic drag caused by the lines and load going that fast.
