Hi folks, A recent thread in the Q & A section got me to giving this more thought. This thread is for gear mfd/certificated in the USA under the FAA TSO system. * Who can declare a piece of certficated equipment non-airworthy? While I have read many, many FAA documents in the last 59 yrs, I know that I have not read them all. I have never found any reference on who [ other than the FAA ] can declare a piece of equipment non-airworthy. The FAA usually does this by means of an Airworthiness Directive [ AD ]. I have 'heard' that this subject has been discussed within the PIA. Apparently, one thinking is that the TSO label is the property of the mfr; therefore, the mfr can remove it. I disagree with this argument. IMO the equipment is the property of the owner. Thoughts? Jerry Baumchen * I would be interested in how this is handled in other countries. It might offer some insight as to what could be done here in the USA.

Jerry Baumchen PS) By 'padded overtime' I meant worked as much overtime as they could to increase the total income of their last year of work. The PERS system here in Oregon uses the income of their last yr of work to calculate their retirement payments. PPS) Re: Not in California. Could you provide some details on how it works there?

Hi Ken, I went to work for the federal gov't. in 1969. I was hired, worked & retired under the Civil Service Retirement System ( CSRS ). During Pres. Reagan's first term in office, Congress passed legislation for a replacement system, the Federal Employees Retirement System ( FERS ). All new hires were under FERS. Both CSRS & FERS employees worked along side of each other without any problems. I suggest that these local gov'ts do the same; new hires under a new system with no union recognized. The existing employees get to keep their union representation. Eventually, the cities, counties, and states will gain control over their employees. Jerry Baumchen

Hi Rich, The Portland Fire Bureau has never had a problem in getting recruits. Far more apply than are accepted. It is the same for my local fire dep't.
