Your local grocery store or Wal-Mart equivalent should have it. As for how much, I've ScotchGuard'ed my rig three times (once when new, and twice after washings) and I still have about half a can left. The key is light, even coats. Also, let the rig dry completely between coats. You don't have to go nuts on the entire thing, just get the areas that are normally exposed. 4-5 seconds isn't 1000' feet. I regularly get that much snivel on my Stiletto and my most snivelly of openings are barely hitting 700'. The norm is 450-600'. Remember, you've got a big wad of fabric over your head trying to catch air and open. And even though it isn't all the way open it's still slowing you down a lot. In all honesty, by the time you realize what's going on, you're already at pull-altitude with only 12-24 seconds left until you exchange photons at a very close range with the planet. Secondly, it's almost guaranteed that the other person wouldn't be able to hold on during the opening shock at terminal. Not feasible.
