I would say of the two choices that Biden would have the best chance. I liked Bernie in 2016 but his proposals just seem too far out left. Biden is moderate enough to grab a lot of 2016 Trump votes.

Let me belittle them a bit more. They rolled the dice and lost. All of a sudden the light comes on that says "I don't have this source of income anymore but I still want to live here. And since it's California the natural reaction is..... I want more free stuff

That's because most of the US doesn't have a clue what the Accords actually do. If you read some of the NDC's you'll see that it's pretty much "tell them what they want to hear".

Based on its national circumstances, development stage, sustainable development strategy and international responsibility, China has nationally determined its actions by 2030 as follows: • To achieve the peaking of carbon dioxide emissions around 2030 and making best efforts to peak early; • To lower carbon dioxide emissions per unit of GDP by 60% to 65% from the 2005 level; • To increase the share of non-fossil fuels in primary energy consumption to around 20%; and • To increase the forest stock volume by around 4.5 billion cubic meters on the 2005 level. And you will, of course, say that we are naive. But this is just the very minimum amount of effort that is needed to start the rapid sustainable transition. Good luck with that.
