there should be no bar as its not one size fits all. Its time to take a FJC once you know enough about parachuting where you are ready to huck yourself off something without a FJC. Then you say to yourself, I better take a tour guide this first time around while they're out there for hire... Having minimum requirements makes people strive for just the minimum. One on one instruction, by a mentor who has at least skydived with you and has an idea on where you are it is what should be recommended. . I saw a 180 off a PCA. The lauch was stable and straight out. TRANSLATION: I gave my buddy a 180 on his first tower jump. Thats what you get for wanting a PCA @ 300 ft. Still not sure how that happend, but he's had 2 PCA's in his time and only two 2 180s and both coincided. We'd like to blame the multi, so we do. Actually, back in the days of small skydiving clubs, etc, alot of people chose to use 1 parachute. The FAA was never consulted of course. Read the article in Parachutist Jul-05, "When sex was safe and Skydiving wasn't". :-) "It's my three bucks!"

BASE will never be 100% legal. No matter what progress is made with public lands, it will always remain illegal to trespass or force entry onto someone else's property. You will always have to work for those jumps. The james bond shit will never die. As far as public lands goes, there should be no rule explicitly banning this sport. .
