In many cases it's spyware that causes the computer to hang during shutdown. Spyware won't show up in control panel. Well, it would actually be some work involved in making them. I'm not fanatic about who can wear one, but it's a symbol of skydiving. Compare it with wearing a crusifix/cross necklace.
