A NOTAM is required for any jump, but that can be filed by phone. When I've set these up, the FSDO instructed me to file the NOTAM with OAK FSS "23 at least 48 hours before the event and no more than 72 hours before the event". In practice, we have been able to file NOTAMs later than that, and even change details in the NOTAM at the last minute. This does not mean that the 7711-1 authorization changes with it. If there are expected to be any spectators other than jumpers and staff, then a demo waiver request (7711-2) is probably required. I've done these forms for this location in the past, but it's debatable as to whether it's absolutely essential. Like I said, it depends on spectators and landing area size. I do have the form in PDF format, already filled in with the necessary info (location in terms of VOR/DME radial and distance, jumpers, A/C, altitudes, passes, crowd control plan, etc.) I also know who to deal with at the FSDO and have an established relationship. I also have the contact info for local authorities (so we don't have the Coast Guard looking for parachutes in the water like the last time somebody else used this site) and the management of the hotel. One thing that has often been weak at this site is proper setup of the LZ and crowd control. The license or rating and paperwork required for the jump depends on how you define the landing area. If we do it as "open field", you need to guarantee a 500,000 sq ft landing area clear of obstacles and spectators, and that no jumper will land within 100 ft of any spectator. That means marked off, crowd-controlled or whatever it takes to keep that area clear. In this case, the FAA requires a C license (although USPA recommends D license) and a 7711-1 is not required. If we do it as level 1 (250,000-500,000 sq ft), D license is required, but the 7711-1 is not (although I've always done them in the past). Any landing area smaller than 250,000 at that site would be Level 2 which would require a PRO rating and 7711-1. See the BSRs under "EXTRAORDINARY SKYDIVES" in the 2003 SIM, SIM Section 7 especially table 7.A, FAR 105-15 (p. 178), FAR 105.21 (p. 179), AC91-45C (p. 202-203) and AC105-2c section 15 (page 192). On the subject of tandems on demos, prior to the new FAR, it was illegal. Period. This is because it said "no tandems on demos" in the manufacturers' manuals. The terms of the waiver to FAR 105.43 made the manuals law. Now that tandems are no longer by waiver to the FAR, the rules are defined by USPA. According to BSRs, both tandem jumpers on a level 2 demo must be D licensed and PRO-rated (kinda defeats the purpose) and you may not take a tandem into a stadium demo at all. So, if we make the area 250,000 sq ft, you can take your tandem jumper in. Since I've never seen anyone really define and control the LZ that large at that site, it ain't gonna happen on a jump that I sign for. Couple details about that site: 1. It's within 10 nautical miles of a power plant. Make sure the pilot does not loiter within 10 NM of Moss Landing. Go-arounds over the LZ itself are generally not a problem. The FAA/ATC knows what we're doing if we file the right paperwork. Don't mess with them on that. They almost had the Air Force shoot down a GA pilot who was flying straight at the plant and not answering his radio shortly after 9/11. 2. It is legal to jump on the hotel part of the beach with permission from the hotel. Generally, they will check to see if they have any events planned for the beach to make sure there is no conflict, but they love it when we do this because it entertains the guests. The gotcha is that the hotel property ends at the high tide mark, and they would rather you land BELOW the high-tide mark. Below that, it's State property. Good luck getting permission to land there. 3. The hotel will continue to "love it when we do this" as long as there are no problems. We have lost demo sites before because of accidents. Most of you weren't jumping when we used to jump into the Crow's Nest in Santa Cruz. Ask Kirk, Tim, Raff, Steph or Beth why we don't any more. We can also lose access through bad behaviour. I've heard some disturbing stories about jumper behaviour there after jumps. What may be acceptable at the DZ may not be on that hotel's property. 4. The county sheriff's department should be informed of the activities, and then informed when complete and that everyone is accounted for. Is that anough to chew on for now?
