There are different cigar smokers. I had a Cuban the other night for the first time. I kept forgetting they are legal here and I wanted to try one. While I was smoking it, I recalled the times on Thursday nights in Iraq when my buddies and I had a cigar and threw darts. Thursday night is the equivalent of Friday night for Muslims. Some of those buddies are gone. You are right that cigars and pipes should be puffed and not inhaled. For that reason and the ritual effect that you mention, they actually reduce cancer rates in users. Now, if a cigarette smoker swaps to cigars, they still inhale and the cancer risk is back. But for those who do it for the ritual, it is part of a relaxing routine. You hit on the biggest downside for me. I love the smell of a pipe and like the smell of good cigars. But the aftertaste lingers...into the next day. Helps make me irregular about my smoking. I've smoked four or five pipes in the past four years and one cigar. If you are not, you will be forced to purchase health insurance so that other people's rates can go down. So, SOME people will see their rates go down. I didn't see where it named the state. 16 is common. It's the age of consent in Alabama. Federal Law is 18, but it only applies on federal property. Were they having sex in the Federal Courthouse? That would be the sequence in a free market. We do not appear to have a free market anymore. The weird thing to me is that people who scream about the rich getting richer seem to support bailouts. That's certainly some interesting date. While I'm not wild about ACLU, let's go with the data. I have some issues with the data and how you interpret it. But the biggest problem I have is exactly what I told you my personal experience was. I checked the demographics of NY City (the subject area). The stop and frisk percentages are out of whack with demographics, but not by much for Latinos and not as much as I would have thought for blacks. Turns out NYC's black population is about twice what it is nationwide. Still, the percentages of stop and frisks they make up is too high. So I then looked up the percentages of minority patrol officers in NYC. Turns out they are the majority of the patrol force. That's concerning. It suggests that my personal experience is consistent with this study. It suggests that stop and frisks are being made by blacks on blacks. Not conclusive, because that fact was not tracked. Personally, I thought the data was totally stilted as soon as I saw it declaring a bunch of people 'totally innocent', but that's an aside. Thanks for sharing the study, but I'm not sure it says what you seem to think it says. I didn't even get into the reporting procedures, out of balance demographics, extrapolation to a larger population, and many other issues.
