    Statistically as of now if fertility and immigration rate does not change its a true statement. The historically existing races(however you say it) in the U.S. are under the 2.1 sustainability rate by a fair ammount, and incoming immigrants are over 2.1 for at least two years after entering the U.S. Which mean they would eventually take over the race majority holder status.
