It does not have anything to do with quitting or can do attitudes. It is about hiring someone who has no clue what they are doing running an operation by telling people who kind of know what they are doing what to do. In a very large department you have the leadership that can take mission statements or goals from the top and implement them. I asked for solutions to what might stop this, identified issues with the ones I saw, and noticed other issues as we found them.
