A non-resident alien is a person from a foreign country working in the US who does not pass the green card or the substantial presence test. Therefor, it is impossible for anybody in your fourth group to legally work in the US. Hence, it is not possible for any reasonably intelligent person to understand you only meant people who are legally allowed to work from each group. Your pecking order can only stand if you include illegals, hence my surprise at you advocating a pecking order that included illegals. See, I am not being obtuse. I was just going by your post.

Those are non-resident aliens. Foreign diplomats are not employed by the US or in the US. (Embassies are foreign soil) Can you find these others?

No, but now you are talking sub-set of your original group. Not all non-resident aliens are legal to work, and some only in very defined positions. In the fourth group you listed, many would not be legal to work.

For some of the groups on that list employment is illegal in the US. Am surprised you would support that.

Depends on the country and the language I guess. For Dutch in Holland the answer is that there is a designated panel of government workers who pretty much do exactly that. To keep themselves entertain, they change the official spelling and grammar rules from time to time....

America has taught the world that the distinction between legal and illegal is completely immaterial. The only thing that matters is who has the bigger gun. (or bomb, or plane, or ship etc). ... that's gonna smart I doubt it - it is already too far over the stupid line.
