LOS ANGELES - Police are investigating two women in their 70s who they believe hatched a scheme to offer two homeless men shelter, then collect more than $2 million in insurance policies after they were killed in hit-and-run crashes. Police also believe the women may have committed the accidents and were befriending other men to set up more insurance policies. "Anyone would think that even though they're making financial gains for this, that they would leave the actual dirty work to someone else or hire someone," police Detective Dennis Kilcoyne said. "We're not so sure about that anymore." Helen Golay, 75, and Olga Rutterschmidt, 72, were arrested Thursday for investigation of insurance fraud. They allegedly paid for the men to stay in apartments for as long as two years, police said. In exchange, police say, they obtained the victims' signatures and opened more than a dozen life insurance policies that named the women as beneficiaries. In the November 1999 and June 2005 hit-and-runs, both victims were struck in alleys in the early morning hours and no witnesses were found, police said. In both cases, Golay and Rutterschmidt came forward claiming to be relatives or fiancees of the men. "These women were preying and profiting from the most vulnerable victims of our society," said Michael Ingram, a bureau chief with the state Department of Insurance. Golay and Rutterschmidt, described by authorities as longtime friends, appeared in federal court and were ordered held without bail. They were indicted on eight counts of mail fraud for making false insurance claims, said assistant U.S. attorney Jason Gonzalez. They face up to 160 years in prison if convicted of all counts, he said. It was not immediately clear whether the women had defense attorneys. No one answered the door at Rutterschmidt's apartment in Hollywood. Golay's daughter, Kecia Golay, strongly denied the accusations when interviewed by the Los Angeles Times. "That's just not what's going on," she told the newspaper. "I'm too sad to talk right now. ... We have a regular life." The women have not been charged in the men's deaths, but Kilcoyne said authorities are "focusing our direction directly at Helen and Olga for the murder aspect of the investigation." Police traffic investigators discovered the alleged scam when they were looking into a fatal hit-and-run accident last fall. One investigator mentioned the case of two women who had taken out large life insurance policies on 50-year-old Kenneth McDavid when another recalled working on a similar case in 1999, in which 73-year-old Paul Vados was killed. When they compared notes, they found the beneficiaries in both cases were Golay and Rutterschmidt, and the victims were homeless men, police said.   3. 100 Reported Killed in Afghan Fighting By JASON STRAZIUSO, Associated Press Writer 3 hours ago KABUL, Afghanistan - A brazen attack by hundreds of Taliban militants on an isolated town had been building for days, a coalition spokesman said Friday, after a wave of violence in southern Afghanistan left around 100 dead. The attack Wednesday night on Musa Qala in the volatile southern province of Helmand sparked eight hours of fighting and left about 40 Taliban and 13 Afghan police dead. It was the epicenter of some of the fiercest combat since the Taliban regime's ouster by U.S.-led forces in late 2001 and raised new fears about deteriorating security in the hardline militia's former southern heartland. In all, more than 100 people were reported killed in a string of attacks and engagements across Afghanistan that started Wednesday and continued through Thursday: up to 87 insurgents, at least 15 Afghan police, an American civilian training Afghan forces, and the first female Canadian soldier to die in combat. There were no reports of further violence Friday. Coalition forces had reports from Musa Qala on Tuesday that the Taliban or criminal elements were trying to infiltrate the village. "Then the whole thing blew up" on Wednesday and Thursday, said Maj. Quentin Innis, a coalition spokesman based in Kandahar. Innis said the Taliban often infiltrates villages and extorts money from tribal elders, but that leaders in Musa Qala had told the militants they weren't welcome. The militants then mounted their attack using machine guns and assault rifles. Innis said coalition forces flew military aircraft overhead to scare the Taliban militants and as a show of force, but that the Afghan police forces did 100 percent of the fighting in the eight-hour clash. "We see this as them taking control of the situation and sorting it out for themselves," he said. "We see it as very empowering on their part, and of course that's what we want, because eventually we're going to leave." The fighting on Wednesday and Thursday was concentrated in the southern provinces of Helmand and Kandahar, the scene of repeated bombings and suicide attacks this year. But it marked an escalation in a region where the U.S.-led coalition is to cede control of security operations to NATO by July. NATO plans to deploy thousands of extra troops from nations including Canada, Britain and the Netherlands to take control of security operations from the U.S.-led coalition, which has been hunting for Taliban and al-Qaida militants in the south since late 2001. By the end of this year, NATO will also assume command in the volatile eastern region of Afghanistan, where U.S. forces will continue to operate but under the military alliance. President Hamid Karzai on Thursday said the violence emanated from the mountainous border regions of neighboring Pakistan, populated by the ethnic Pashtuns who make up the majority of the Taliban militants. It's also a likely hiding place of Osama bin Laden. Pakistan's Interior Minister Aftab Khan Sherpao late Thursday rejected Karzai's comments, saying that "we were saddened by such statement." "Afghanistan will not benefit by such statements. They will breed ill will," Sherpao said. Dog Survives Fall Off Cliff; Owner Rescued By Associated Press Thu May 18, 6:27 PM LOS ANGELES - A dog survived a plunge from an oceanside cliff and his owner had to be rescued when he got stuck searching for the animal. Pepe, a Jack Russell terrier, darted over the cliff's edge in the upscale Pacific Palisades area while chasing a squirrel on Tuesday. He landed next to Pacific Coast Highway, where he narrowly avoided being struck by a big rig. Motorist Jenny-Lyn Marais stopped and coaxed the dog into her Range Rover. "I leaned across and opened the door and whistled for him to come," said Marais, who works in a Santa Monica dental lab. "He was so gentle and so grateful. He jumped right over on my lap and started licking me." Meanwhile, Pepe's owner Brandon McMillan drove down to the base of the cliff and began climbing back up in search of his pet, but got stuck about 15 feet from the top when the ground began to give way. Firefighters rescued McMillan, and a man who had been on the beach below told him that someone had stopped to pick up a dog. Marais had dropped Pepe off at veterinary hospital. By chance, a friend of McMillan's who is an animal rescue volunteer stopped at the hospital to distribute a flyer about Pepe. A few phone calls later, man and beast were reunited. "If this dog has nine lives, he used two yesterday," McMillan, an animal trainer, said Wednesday. "One was falling off the cliff and the other was landing on Pacific Coast Highway and living to tell the tale. He did both."

In an 11-page report on its review of U.S. adherence to the Treaty Against Torture, the committee said detainees should not be returned to any state where they could face a "real risk" of being tortured. "The state party should cease to detain any person at Guantanamo Bay and close the detention facility," said the U.N. Committee Against Torture, a panel of 10 independent experts on adherence to the U.N. Convention Against Torture. The United States should also ensure that no one is detained in secret detention facilities under its control and disclose the existence of any such places, the report said. The committee said it was concerned that detainees were being held for protracted periods with insufficient legal safeguards and without judicial assessment of the justification for their detention. The committee was also concerned about allegations that the United States has established secret prisons, where the international Red Cross does not have access to the detainees. "The state party should ensure that no one is detained in any secret detention facility under its de facto effective control," the report said. "The state party should investigate and disclose the existence of any such facilities and the authority under which they have been established and the manner in which detainees are treated." The report also said the United States must "eradicate" all forms of torture committed by its personnel in Afghanistan and Iraq and investigate allegations thoroughly, prosecuting any staff found guilty. "The state party should take immediate measures to eradicate all forms of torture and ill-treatment of detainees by its military or civilian personnel, in any territory under its jurisdiction," said the report, which was presenting its conclusions from a hearing earlier this month into U.S. conduct. The United States made in its first appearance before the U.N. Committee Against Torture in six years earlier this month, addressing issues ranging from Washington's interpretation of the ban on torture to its interrogation methods in prisons such as Abu Ghraib, Iraq, and Guantanamo. The committee also said the U.S. should rescind interrogation techniques that constitute torture or cruel treatment, citing methods including sexual humiliation, mock drownings and the use of dogs to induce fear. It said some techniques "have resulted in the death of some detainees during interrogation" and criticized vague U.S. guidelines that "have led to serious abuse of detainees." U.S. officials in Geneva declined to comment immediately Friday. U.S. Uses Laser 'Dazzler' to Stop Iraqis By Associated Press 6 hours ago WASHINGTON - The U.S. military in Iraq has begun using a laser device mounted on soldiers' M-4 rifles to "dazzle" Iraqi drivers who fail to heed warnings to stop at checkpoints, a Pentagon spokesman said Thursday. Lt. Col. Barry Venable said the laser device should not be called a weapon because it is not intended to injure. "They are a warning device. They are intended to minimize unnecessary casualties," particularly among Iraqi civilians, Venable said. The spokesman said he did not know how recently the military began using the devices. He said they are being used in limited numbers and have proven useful in avoiding incidents in which soldiers are compelled to use deadly force against vehicle drivers. "The intent is to provide another non-lethal option as a warning device to troops as they come into contact with Iraqi civilians, primarily at checkpoints," Venable said. If used properly, the laser is not blinding, he said. Use of the device, which Venable said was adapted from a laser used as a target designator, was first reported Thursday by the Los Angeles Times.
