When it comes to the Illinois State Police that is true they do not have to give a ticket, however they are required to make so many stops in a month be it safety related, helping a stranded motorist, or just giving a warning. They are truly one of the most professional police organizations that exist. Local cops in Illinois are kind of worrisome.
