I'd be pretty shocked if Powell ran. The Republican's were on their knees begging him to run before and he wasn't interested. I doubt his experience over the past few years has warmed him to the idea. Jeb is probably just the US politician best able to understand what they are going through over there and offer advice, what with his experience from the last hurricane season. You know, reaching out and stuff. He can relate (somewhat) to their situation, and he's a direct pipeline to W.
