  4. I Know they EAT anything but Man charged in farmyard romp with pig Austin Gullette denies the crime, but police in Ouachita, La., say they have the right man. They've charged Gullete with having sex with his sister's pig. According to Major Royce Toney, with the Ouachita Parish Sheriff's Office, Gullette's sister caught the 45-year-old man in the act Aug. 30. "She heard her pig squealing around 11 p.m. and went out to investigate," Toney said. The woman reportedly observed her brother engaging in intercourse with her Vietnamese potbelly pig, P-Pie. When she confronted Gullette, he fled into the woods, she said. Deputies caught and arrested Gullette who denied the incident. Toney said the eyewitness account and physical evidence found on Gullete prompted the arrest. Gullete has been charged with committing a crime against nature and is being held without bond at the Ouachita Correctional Center. He faces a fine of up to $2000 and five years in jail with or without hard labor. P-Pie is under observation at a local veterinarian. Toumey said his gun discharged as he was checking to make sure it was unloaded and a bullet struck him in his left leg during the demonstration to a group of people at a Lake Monroe boat ramp on Sept. 1. "It's an unfortunate accident," Toumey told The Herald-Times of Bloomington. "I've always been very, very safe."   14. New weather patterns turn Florida into a hurricane magnet BY MARTIN MERZER Knight Ridder Newspapers MIAMI - (KRT) - Charley, Frances and Ivan. Three major hurricanes. Two assaults on Florida already and possibly a third by next week. Get used to it. This is the new normal. Scientists say we are in a period of enhanced hurricane activity that could last for decades, ending a 24-year period of below average activity. They also say the law of averages has caught up with Florida, with a change in atmospheric steering currents turning the state into a hurricane magnet. ``People are suddenly alert, suddenly paying attention,'' said Stanley Goldenberg, a meteorologist with the National Oceanic and Atmospheric Administration's hurricane research division on Virginia Key. ``They can see now that we are in an active era. ... - People should realize that it is very unlikely that Frances is the last storm the U.S. will see this year.'' Which brings us to Hurricane Ivan. Though subject to considerable error, long-range forecasts are consistently suggesting that Ivan will strike Jamaica on Friday and Cuba on Sunday as a vicious Category 4 hurricane. The outlook improved slightly for South Florida, but the southern half of the state remained in the five-day cone of probability. When asked if Florida can endure another hurricane, Gov. Jeb Bush pointed Tuesday to a button he wore on his shirt. It said: ``I survived damn near everything.'' ``We will survive whatever comes at us,'' he said. ``We're an incredibly resilient state. I'm not being defiant; I'm only suggesting we can meet this challenge.'' If Ivan hits the state, it will be the first time since 1964 that three hurricanes smacked Florida in the same year. And September and October tend to be among the most active months of the six-month hurricane season that ends Nov. 30. ``The season is still young,'' said Max Mayfield, director of the National Hurricane Center in West Miami-Dade County. ``It certainly seems from my perspective that we're in the active period that has been predicted. The only surprise is that Florida hasn't been hit more often in the last few years.'' A sobering thought: Between 1941 and 1950, seven major hurricanes - with winds higher than 110 mph - attacked Florida. ``And that doesn't include the other less powerful hurricanes,'' Goldenberg said. That 10-year period fell in the middle of a cycle of heightened activity that began in 1926 and persisted until 1970. Now, the combination of complacency bred during a long lull between 1971 and 1994, the new hyperactivity since 1995 and the ongoing mega-development of Florida's coasts frightens emergency managers and scientists. ``The implications are much-increased damage when storms make landfall,'' Goldenberg said, ``and the potential for major loss of life in the event of an evacuation foul-up during a rapidly intensifying storm.'' He has more than academic interest in this. Goldenberg and his family were nearly killed when Hurricane Andrew crushed their South Miami-Dade home in 1992. Research he later conducted with NOAA scientist Chris Landsea, private expert William Gray and others found distinct patterns of low-activity hurricane periods and high-activity periods, each of which endured for decades. These patterns, unrelated to the current concern over global warming, are caused by regular cycles of oceanic and atmospheric phenomena, such as unusually warm water in hurricane breeding grounds. One period of ``hyperactivity'' ended in 1970 and was followed by a 24-year lull. The new period of heightened activity began in 1995 and could last for another 10 to 30 years, according to their report, which was peer-reviewed and published in 2001 in the prestigious journal Science. In the last few years, and particularly this year, the depressing statistics related to the number, power and duration of storms appear to verify the report's depressing conclusions, especially when major hurricanes are considered. This is significant because, though relatively few in number, major hurricanes - Category 3 or higher - cause 80 percent of all damage from tropical weather. ``We're not talking about stronger hurricanes than in the past,'' Goldenberg said. ``We're talking about more of the stronger hurricanes.'' The long-term average, including relatively quiet periods and busy periods, is 2.6 major hurricanes a year. Between 1971 and 1994, only four years had more than two major hurricanes and none had more than three. Between 1995 and 2003, a much shorter period, seven years had three or more major hurricanes. And we've already had four major storms this year - Alex, Charley, Frances and Ivan. All the other numbers tell the same tale: total storms, total strength, total duration, Caribbean hurricanes, October and November hurricanes, each at least 100 percent - in some cases 500 or 1,000 percent - higher since the lull. ``That's a humongous increase,'' Goldenberg said. ``This is striking. This is not a little signal. It would be like saying the average temperature is 15 degrees warmer than last summer. It's huge. It's huge.'' Worse, atmospheric steering currents have changed to our disadvantage. During the beginning of this active period, a persistent and beneficial bend in the jetstream carried hurricanes away from Florida. Now, that phenomenon had disappeared, replaced by a persistent ridge of high pressure over the Atlantic that is pushing them toward Florida. What can you do? Only one thing: Prepare. ``People should realize that, active year or slow year, we can still get hit,'' Goldenberg said. ``Remember, Andrew hit during a below-average year. The higher activity is just all the more reason to remind people that they can't let their guard down.'' Bush's Missing Records Reports on Missing Service Time So Far Not Found By MATT KELLEY, AP WASHINGTON - Documents that should have been written to explain gaps in President Bush's Texas Air National Guard service are missing from the military records released about his service in 1972 and 1973, according to regulations and outside experts. For example, Air National Guard regulations at the time required commanders to write an investigative report for the Air Force when Bush missed his annual medical exam in 1972. The regulations also required commanders to confirm in writing that Bush received counseling after missing five months of drills. No such records have been made public and the government told The Associated Press in response to a Freedom of Information Act lawsuit that it has released all records it can find. Outside experts suggest that National Guard commanders may not have produced documentation required by their own regulations. "One of the downfalls back then in the National Guard was that not everyone wanted to be chief of staff of the Air Force. They just wanted to fly or maintain airplanes. So the record keeping could have been better,'' said retired Maj. Gen. Paul A. Weaver Jr., a former head of the Air National Guard. He said the documents may not have been kept in the first place. "Each of these actions by any member of the National Guard should have generated the creation of many documents that have yet to be produced,'' AP lawyer David Schulz wrote the Justice Department Aug. 26. White House spokeswoman Claire Buchan said there were no other documents to explain discrepancies in Bush's files. Military service during the Vietnam War has become an issue in the presidential election as both candidates debate the current wars in Iraq and Afghanistan. Democrat John Kerry commanded a Navy Swift boat in Vietnam and was awarded five medals, including a Silver Star. But his heroism has been challenged in ads by some veterans who support Bush. The president served stateside in the Air National Guard during Vietnam. Democrats have accused him of shirking his Guard service and getting favored treatment as the son of a prominent Washington figure. The AP talked to experts unaffiliated with either campaign who have reviewed Bush's files for missing documents. They said it was not unusual for guard commanders to ignore deficiencies by junior officers such as Bush. But they said missing a physical exam, which caused him to be grounded, was not common. "It's sort of like a code of honor that you didn't go DNF (duty not including flying),'' said retired Air Force Col. Leonard Walls, who flew 181 combat missions over Vietnam. "There was a lot of pride in keeping combat-ready status.'' Bush has said he fulfilled all his obligations. He was in the Texas Air National Guard from 1968 to 1973 and was trained to fly F-102 fighters. "I'm proud of my service,'' Bush told a rally last weekend in Lima, Ohio. Records of Bush's service have significant gaps, starting in 1972. Bush has said he left Texas that year to work on the unsuccessful Senate campaign in Alabama of family friend Winton Blount. The five kinds of missing files are: A report from the Texas Air National Guard to Bush's local draft board certifying that Bush remained in good standing. The government has released copies of those DD Form 44 documents for Bush for 1971 and earlier years but not for 1972 or 1973. Records from Bush's draft board in Houston do not show his draft status changed after he joined the guard in 1968. The AP obtained the draft board records Aug. 27 under the Freedom of Information Act. Records of a required investigation into why Bush lost flight status. When Bush skipped his 1972 physical, regulations required his Texas commanders to "direct an investigation as to why the individual failed to accomplish the medical examination,'' according to the Air Force manual at the time. An investigative report was supposed to be forwarded "with the command recommendation'' to Air Force officials "for final determination.'' Bush's spokesmen have said he skipped the exam because he knew he would be doing desk duty in Alabama. But Bush was required to take the physical by the end of July 1972, more than a month before he won final approval to train in Alabama. A written acknowledgment from Bush that he had received the orders grounding him. His Texas commanders were ordered to have Bush sign such a document; but none has been released. Reports of formal counseling sessions Bush was required to have after missing more than three training sessions. Bush missed at least five months' worth of National Guard training in 1972. No documents have surfaced indicating Bush was counseled or had written authorization to skip that training or make it up later. Commanders did have broad discretion to allow guardsmen to make up for missed training sessions, said Weaver and Lawrence Korb, Pentagon personnel chief during the Reagan administration from 1981 to 1985. "If you missed it, you could make it up,'' said Korb, who now works for the Center for American Progress, which supports Kerry. A signed statement from Bush acknowledging he could be called to active duty if he did not promptly transfer to another guard unit after leaving Texas. The statement was required as part of a Vietnam-era crackdown on no-show guardsmen. Bush was approved in September 1972 to train with the Alabama unit, more than four months after he left Texas. Bush was approved to train in September, October and November 1972 with the Alabama Air National Guard's 187th Tactical Reconnaissance Group. The only record tying Bush to that unit is a dental exam at the group's Montgomery base in January 1973. No records have been released giving Bush permission to train with the 187th after November 1972. Walls, the Air Force combat veteran, was assigned to the 187th in 1972 and 1973 to train its pilots to fly the F-4 Phantom. Walls and more than a dozen other members of the 187th say they never saw Bush. One member of the unit, retired Lt. Col. John Calhoun, has said he remembers Bush showing up for training with the 187th. Pay records show Bush was credited for training in January, April and May 1973; other files indicate that service was outside Texas. A May 1973 yearly evaluation from Bush's Texas unit gives the future president no ratings and stated Bush had not been seen at the Texas base since April 1972. In a directive from June 29, 1973, an Air Force personnel official pressed Bush's unit for information about his Alabama service. "This officer should have been reassigned in May 1972,'' wrote Master Sgt. Daniel P. Harkness, "since he no longer is training in his AFSC (Air Force Service Category, or job title) or with his unit of assignment.'' Then-Maj. Rufus G. Martin replied Nov. 12, 1973: "Not rated for the period 1 May 72 through 30 Apr 73. Report for this period not available for administrative reasons.''
