Agree...But I think he is referring to the point on witch the canopy losses performance due to increase in wingloading. This is a hard question, I would like to hear some responses I have seen people with wind loadings of 3.0 getting incredible performance of off their canopies, and the same for other canopy pilots with lesser WL. I think I read between 1.8 to 2.3 is optimal but again the right technique is as if not more important than W.L . Without knowing the exact circumstances, it is difficult to know exactly what charges would be faced. However, for the FAA, they have two catch-all charges. Careless operation, and Reckless operation. Normally, they make both charges. With these two charges they do not have to directly site an FAR, but rather just state that safe operating procedures were not followed. Even though Advisory Circulars are supposedly just advisory in nature, or suggested procedures, the FAA takes the view point that deviation from them means that you are not operation in a safe manor and thus Careless operation. The same is true for operating any component outside of its certified range. The FAA certifies reserves and they consider it a serious safety issue when something is operated outside of the approved/placarded/certified range. Further if they can make a case that others could get hurt that expands to include reckless. If there are people on the ground anywhere near the point of exit, flight path or landing or other jumpers in the air near them, this is pretty easy for them to claim. Additionally, if there are injuries or fatalities the local DA will frequently use the FAA charges to support criminal charges. ------- Please let me know if you have any other questions or concerns. There was a safety bulletin a while back on ravens before Im gonna say the year 2000? I have two reserve ride on ravens after the bulletin and is true they fly like crap but still safe my life twice, both times with 3 seconds delayed after cutting away, I stick with PD now the reserve 113 also overloading it. But I would not do that to a Raven to be honest! Opps almost forgot... your rigger should had check if your Raven is ok, the problem was this canopies were legal to fly under manufacture recommendations but that was IT, the reason some fail after exceding manufacture recommendation were the stiching tab that connects the lines with the canopy were not double sew or Z stile sew into the material canopy you can check yourself next repack cicle and also check the forums there was a big fuzz about that issue here. Me personally I now spend my money on equipment that is tested far and beyond what they supposed to perform under perfect condition, by the way I also had two cut aways under PD_R 113 never had a sweeat-er flare under a reserve totally recommended it. From personal experience Mel is a great guy, but seems a very busy one, I had several Icarus canopies and hated the time for a re-line did it twice with Mel, the second time he did not charge me due to the same issue you have now.
