I would guess that they leave their AADs off if they are part of that first load of the day. I would think that only the military Cypres is capable of that much offset. As far as I can tell, not many people are outraged by inspectors having been in Iraq prior to the invasion. That's not the part that's a problem. I say that was also optional. Yes, Japan attacked a US territory, but we didn't even try to see if there was a possibility of a peace treaty after Pearl Harbor. The Japanese saw us as a threat to their empirical quests in the Pacific. If we had made it clear we wouldn't oppose them, we might have been able to stop the war right there. It might have meant giving up some Pacific interests, maybe even give them Hawaii or Midway, but why would that matter over the desire to have peace?
