I read an interesting book called "Obsession". It was written by an FBI profiler. His contention is that this is a potential rapist, he just hasn't gone to the next level yet. He showed numerous cases where window peepers became Band E, became rapists, became torture/murderers. If I understand him correctly, you should not only report it, you should insist on documentation, because this guy is going on to more detrimental things, as soon as he gets his courage up.
