Are you sure the officer had their phone number? When 911 dispatches, do they give the phone number directly to the officer? Probably not, the officer can have 911 back-call the party and probably patch them thru or at least the 911 op can act as intermediary.

The dog's owners assert that there was a family member on the porch when the cop shot the dog. These poor folks inadvertently dialed 911 and a cop showed up and shot their dog.
