Well, it appears that his campaign claims they paid for a generic ASCAP license which allows them to play music at a commercial event. Using a particular song as a theme song is different. There are some good comments in your link that claim the campaign may have followed copyright law, but may still be running afoul of other laws. Either way, it is clear that the campaign did not consult with Neil Young or REM, but bought a standard commercial license. They did not buy a license to use those songs specifically. - Dan G
