Incorrect. No where is it stated that the "choke hold" was the cause of the neck compression. There was lots going on that could have caused that, including the "choke hold" the way he was being "ridden" on the ground, the way he was put on the stretcher, and anything that happened on the ride to the hospital. I can tell you for fact that a limp body in an ambulance that has to make an emergency stopping maneuver going down the road can cause the body to slide off the stretcher no matter how tight the straps are, and if you have never been in an ambulance the head rides forward, and there is usually a hard metal chair right at the head of the stretcher.... Yea from what I read in the preliminary autopsy comments are that there was no trachea damage and the final reports said the neck compression along with "The autopsy determined the victim’s asthma, obesity and high blood pressure were also contributing factors in his death." It also stated "Also, the four EMTs who apparently did nothing to aid Garner have been banned from responding to calls until the investigation is complete. Ok multiple things going on here. The choke hold unless it caused trauma probably did not kill that guy. Your taught even at a the most basic level to check ABC's first. The medic dicks around, doesn't open the airway properly, doesn't provide breaths, compressions, any ALS care. I have not followed the case but the "choke hold" lasted 17 seconds hardly enough to kill you unless he caused tracheal deviation. Also when EMS was carting him off they were not doing compressions, had him intubated, or was even bagging him. Which seems to me he was alive and not needing ALS at that point. I doubt they were just carrying off a dead man on a stretcher without covering him up, and if he did die on the scene CSI would have had to come out and mark up the scene before the moved him. Im a 6'4 white male with a thick mustache, and generally wear my black favorite hoodie and crocs when im on my days off, and you better bet I get profiled! I accept it, and do not put myself in situations that would make others uncomfortable. No im saying I am not sure how EXACTLY in some Judge/Lawyer/CIA technical way your trying to get me to explain it way. Like what specific limitations were modified under the multiple amendments, what was expanded and when, what existed before or not, what got easier, harder etc. The few seal team members that wrote books about it describe it, I suggest you contact them, or buy the books like I did. Correct in the USA, and then further expanded with amendments here and here Section 206: "Roving Surveillance Authority Under the Foreign Intelligence Surveillance Act of 1978" is just one part of it, I am sure there are other parts of the patriot act that they could use, or existing laws they could use. Listen Jakee im not some patriot act expert and neither are you. I laid out what I know through reading and listening to audio book accounts from the actual people who were involved in capturing Osama which states they found him via cell phone taps.
