Stating that blacks vote for Obama because he is black, is accusing the far majority of blacks in the US of racism devoid of the capability of thinking beyond that racism. Making an assertion like that is racist in itself, specially since historical voting patterns are very clear. I am sorry if you cannot see that. In the end there will be racists blacks who will vote for Obama cause he is black, just as there will be whites who won't vote for him cause he is black. Finding the applet similar to the control panel is difficult and I'll just stay with my current version of Windows 7 Ultimate 64 bit edition. One more thing to add...its boots fast...but my windows 7 build is lightning fast as well. Of course I've got two 120 GB SSD's running in RAID 0.

In an effort to cut defense spending, the Obama Administration plans to cut health benefits for active duty and retired military personnel and their families while not touching the benefits enjoyed by unionized civilian defense workers. The move, congressional aides suggested, is to force those individuals into Obamacare, Bill Gertz reported at the Washington Beacon. The proposed increases in health care payments by service members, which must be approved by Congress, are part of the Pentagon’s $487 billion cut in spending. It seeks to save $1.8 billion from the Tricare medical system in the fiscal 2013 budget, and $12.9 billion by 2017. Not everybody is happy with the plan, however. Military personnel would see their annual Tricare premiums increase anywhere from 30 - 78 percent in the first year, followed by sharply increased premiums "ranging from 94 percent to 345 percent—more than 3 times current levels." "According to congressional assessments, a retired Army colonel with a family currently paying $460 a year for health care will pay $2,048," Gertz wrote. Active duty military personnel would also see an increased cost for pharmaceuticals, and the incentive to use less expensive generic drugs would be gone. Health benefits has long been a prime reason many stay in the military - but some in the Pentagon fear the new rules will hamper recruitment and retention. “Would you stay with a car insurance company that raised your premiums by 345 percent in five years? Probably not,” one aide said. John Hayward of Human Events adds: Veterans will also be hit with a new annual fee for a program called Tricare for Life, on top of the monthly premiums they already pay, while some benefits will become “means-tested” in the manner of a social program – treating them like welfare instead of benefits for military service. Naturally, this is all timed to begin next year and “avoid upsetting military voters in a presidential election year,” according to critics. There will be congressional hearings on the new military health care policies next month. Opposition is building in Congress, and among veterans’ organizations, including the VFW, which has “called on all military personnel and the veterans’ community to block the health care increases.” Others are concerned about the double standard being set between uniformed military personnel - who are not unionized - and civilian defense workers who belong to public sector unions. Gertz wrote: A second congressional aide said the administration’s approach to the cuts shows a double standard that hurts the military. “We all recognize that we are in a time of austerity,” this aide said. “But defense has made up to this point 50 percent of deficit reduction cuts that we agreed to, but is only 20 percent of the budget.” The administration is asking troops to get by without the equipment and force levels needed for global missions. “And now they are going to them again and asking them to pay more for their health care when you’ve held the civilian workforce at DoD and across the federal government virtually harmless in all of these cuts. And it just doesn’t seem fair,” the second aide said. At least one Congressman is standing with the military on this issue. “We shouldn’t ask our military to pay our bills when we aren’t willing to impose a similar hardship on the rest of the population,” said Rep. Howard "Buck" McKeon (R-CA), who chairs the House Armed Services Committee. “We can’t keep asking those who have given so much to give that much more,” he added. McKeon will be joined by some 5 million members of 32 military service and veterans groups, according to retired Navy Capt. Kathryn M. Beasley of the Military Officers Association of America, who called the plan "a breach of faith." The Beacon also noted the curious timing of the plan, which is set to begin next year - after the 2012 elections. Critics say this is designed so as not to upset military voters.   24. Texas has a message for international election observers planning to watch over the Lone Star vote Nov. 6: "BRING IT." Texas officials this week launched a prickly and very public dispute with the Organization for Security and Co-Operation in Europe, which plans to send monitors to polling sites across the U.S. on Election Day. The group has done this since 2002 -- but this year, Texas took exception to what officials perceived as a challenge to the latest wave of voter ID laws. Attorney General Greg Abbott is now threatening to prosecute any observer who breaks state law by getting too close to any polling site. "The OSCE may be entitled to its opinions about Voter ID laws, but your opinion is legally irrelevant in the United States," Abbott wrote in a letter this week to the OSCE. He went on to remind representatives that they are not allowed to enter a polling place, and cautioned against going within 100 feet of the entrance. "Failure to comply with these requirements could subject the OSCE's representatives to criminal prosecution for violating state law," he wrote. The letter touched off a flurry of testy tweets and correspondence that brought in Secretary of State Hillary Clinton to play ref. Janez Lenarcic, director of the OSCE Office for Democratic Institutions and Human Rights, fired off a letter to Clinton to complain -- which was followed by a letter from Abbott to Clinton reiterating his concerns. "The threat of criminal sanctions against OSCE/ODIHR observers is unacceptable," Lenarcic said in a statement. "The United States, like all countries in the OSCE, has an obligation to invite ODIHR observers to observe its elections." The United States is one of dozens of members of the Organization for Security and Co-Operation in Europe. State Department spokeswoman Victoria Nuland on Thursday acknowledged Clinton had received letters from both sides and tried to offer assurances. She said the plan to send observers "isn't any different" than in past years. "We had, I think, about 15 states that they were going to go to," she said. "To my knowledge, (Texas is) the only state that came forward and said please reassure us that you're going to follow our state electoral law. And they have now been reassured." On Twitter, Abbott didn't sound reassured. He tweeted: "UN-related vote monitors warn Texas: Don't mess with us. My response: BRING IT." Gov. Rick Perry also chimed in, saying "No UN monitors/inspectors will be part of any TX election process." Perry praised a statement from Texas Secretary of State Hope Andrade addressing both sides. She said in a letter to the OSCE that she was concerned the monitoring program could be "politicized in a manner that could diminish or permanently damage" its credibility. She also said it's important for Texans to understand the group has no jurisdiction over state elections and is only there to learn. Abbott had expressed concern that OSCE met with groups that have filed suit against voter laws in Texas -- including the ACORN-tied Project Vote. A number of left-leaning groups have challenged efforts to enact strict photo ID laws in Texas and other Republican-controlled states, claiming they're an effort to disenfranchise minority voters. Republican lawmakers say they're merely aimed at cracking down on voter fraud. The Texas law is not yet in effect, having been blocked by a federal court. Abbott has taken his case to the Supreme Court. The OSCE referenced such laws in an Oct. 19 report, saying "recent state-level legislative initiatives to limit early voting and introduce stricter voter identification have become highly polarized. Democrats are concerned that these would disenfranchise eligible voters, while Republicans believe they are necessary to protect the integrity of the vote." South Carolina Election Commission spokesman Chris Whitmire said Friday that the OSCE observers are also expected to come to his state, where officials have pushed a similar voter ID law that is not yet in effect. But Whitmire said South Carolina does not share Texas' concerns. "Whoever wants to come observe South Carolina elections, we welcome them," he told FoxNews.com.
