Gun politics are thus not the major issue in Mexico that they are in the neighboring United States, since few Mexican citizens have any gun law difficulties. The 1857 Constitution included the right to bear arms: Artículo 10: Todo hombre tiene derecho de poseer y portar armas para su seguridad y legítima defensa. La ley señalará cuáles son las prohibidas y la pena en que incurren los que las portaren. [1] Article 10: Every man has the right to have and to carry arms for his security and legitimate defense. The law will indicate which arms are prohibited and the penalty for those that will carry prohibited arms. These rights have subsequently been reduced somewhat through the gradual changing of constitutions and laws. The Constitution of 1917 (Constitución Política de los Estados Unidos Mexicanos de 1917), the current constitution in force and heavily-amended, grants Mexican citizens (and, theoretically, perhaps, all inhabitants) the right to possess firearms. However, this right does not include military firearms suitable for use in a militia, unlike in the United States where the Second Amendment is often interpreted as only protecting arms suitable for use in militias. Originally, this right consisted of the following: Artículo 10: Los habitantes de los Estados Unidos Mexicanos tienen derecho a poseer armas en su domicilio, para seguridad y legítima defensa, con excepción de las prohibidas por la ley federal y de las reservadas para el uso exclusivo del Ejército, Armada, Fuerza Aérea y Guardia Nacional. The inhabitants of the United Mexican States are entitled to have arms of any kind in their possession for their protection and legitimate defense, except such as are expressly forbidden by law, or which the nation may reserve for the exclusive use of the Army, Navy, or National Guard; but they may not carry arms within inhabited places without complying with police regulations. [3] [edit] Gun licensing and legislation for Mexican citizens [edit] Ley Federal de Armas de Fuego y Explosivos (Federal Law of Firearms and Explosives) Generally, citizens are restricted by law to: pistolas (handguns) of .380 Auto or .38 Special revolvers or smaller in either case, escopetas (shotguns) of 12 gauge or smaller, with barrels longer than 25 inches, and rifles (rifles) bolt action and semi-auto. Handguns in calibers bigger than those mentioned above are forbidden from private ownership. Examples of firearms that are legal for citizens to own include .380 ACP pistols; .38 Special revolvers, 12 gauge shotguns (no short-barreled shotguns are allowed) and rifles in any caliber up to .30 caliber. Permits for the transportation and use of such non-military caliber firearms are issued for one year terms by SEDENA (Secretaría de la Defensa Nacional) and may be applied for up to 10 firearms, total, for each designated and planned use that is legally authorized. These uses may include hunting or shooting at a club or national competition. Permits are very easy to obtain, and may be only obtained by citizens belonging to a shooting club. There is only one legally authorized retail outlet in Mexico City: UCAM (Unidad de Comercialización de Armamento y Municiones), run by the Army and able to sell firearms. It is owned by, and is part of, the government. Although there is no legal limit on how many firearms an individual can own, once any individual has purchased ten firearms from the only retail governmental outlet, he cannot get a permit to buy any more. However, private party sales are legal and are largely uncontrolled, and wealthy gun-collecting citizens thus can legally buy more firearms from other private owners. Collector permits, somewhat analogous to the FFL Category 03 Curio & Relic permits issued in the United States, are easy to obtain from the Mexican Government and allow the ownership of a wide range of firearms, even including military firearms. For those holding collector permits, regular visits by the local military authority to inspect the storage location to make sure it has the necessary security measures to avoid the guns being stolen are a recurring fact of life. CCW licenses are issued but are hard to obtain for anyone not wealthy and without political connections. In the event that an application is denied, the denial may theoretically be appealed at a District Court, but this never occurs in practice. Prior to 2002, CCW licenses could be obtained authorizing military caliber pistols. However, these CCW licenses were all cancelled, and re-issued to authorize only up to .380 ACP caliber pistolas. Transportation licenses are required for transporting guns. Transportation must be with the firearm unloaded and in a case. There are no public shooting ranges such as in the U.S. and other countries. [edit] Gun licensing and legislation for US citizens, and citizens from other countries The US Department of State warns US citizens against taking any firearm or ammunition into Mexico without prior written authorization from the Mexican authorities. Entering Mexico with a firearm, or even a single round of ammunition, carries a penalty of up to five years in prison, even if the firearm or ammunition is taken into the country unintentionally. Furthermore even a single round of 9 mm ammunition, being a military caliber cartridge, carries even heavier jail-time penalties. The only way legally to import firearms and/or ammunition into Mexico is to secure a permit in advance from the Mexican Embassy in Washington, D.C. or from a Mexican consulate. Groups Seek Shutdown of Immigration Center Thursday, February 22, 2007 4:34 AM EST The Associated Press By SUZANNE GAMBOA WASHINGTON (AP) — Immigrant families, many with small children, are being kept in jail-like conditions in Texas and Pennsylvania, according to advocacy groups that say the Texas facility is inhumane and should be shut down. In a report being released Thursday, the groups seek the immediate closure of the T. Don Hutto Residential Center north of Austin, the Texas capital. The center, which opened in May, used to be a jail. The groups, Women's Commission for Refugee Women and Children and Lutheran Immigration and Refugee Services, based their findings on their members' visits and interviews with detainees. At the Hutto site, a child secretly passed a visitor a note that read: "Help us and ask us questions," the report said. The groups reported that many of the detainees cried during interviews. "What hits you the hardest in there is that it's a prison. In Hutto, it's a prison," said Michelle Brane, detention and asylum project director for Women's Commission for Refugee Women and Children. The Pennsylvania center — the Berks County Shelter Care Facility — has about 84 beds and the Texas facility can house up to 512 people. The groups fear that government will expand detentions in similar facilities. That facility, a former nursing home in Leesport, Pa., about 50 miles northwest of Philadelphia, is "less jail-like," allowing families to go on field trips and having a better education system for children. But it also has problems, the groups said. It is part of a larger juvenile facility housing U.S. citizens charged with or convicted of crimes and detained juveniles. The groups suggested that immigration officials release families who are not found to be a security risk, and said the federal government should consider less punitive alternatives to the detention centers, such as parole, electronic bracelets and shelters run by nonprofit groups. "Unless there's some crime or some danger, families don't belong in detention," said Ralston H. Deffenbaugh, president of the Lutheran Immigration and Refugee Service. "This whole idea of trying to throw kids and their parents in a penal-like situation is destructive of all the normal family relationships we take for granted." The Homeland Security Department defended the centers as a workable solution to the problem of illegal immigrants being released, only to disappear while awaiting hearings. Also, they deter smugglers who endanger children, said Mark Raimondi, spokesman for Immigration and Customs Enforcement, the DHS division that oversees detention facilities. "ICE's detention facilities maintain safe, secure and humane conditions and invest heavily in the welfare of the detained alien population," Raimondi said. White House press secretary Tony Snow said last week that finding facilities for families is difficult, and "you have to do the best with what you've got. " Other findings by the groups: —At Hutto, cell door systems prevent parents from attending to children after "lights out." At the Berks shelter, children over 5 sleep separately from their parents. —Until recently, Hutto children were given one hour of schooling a day, five days a week. That recently has been increased to four. —Teachers at the Hutto center are not required to be licensed in Texas and the state's family welfare agency exempted Hutto from child care licensing requirements. —Separation and threats of separation were used as disciplinary tools on adults and children. The Department of Homeland Security opened the Hutto center after Congress criticized the agency's separation of migrant children from their parents. The detention centers are operated without official regulations. Immigration and Customs Enforcement relies on custody rules designed for inmates. ——— -

Jarrod before your next post I would like to say a few things I hope you will read. First of all I don't care if you like me, in fact if you can't stand me it is all that much better. Do something about it read up from reputable sources, talk to victims of crime, do some investigation yourself, PROVE ME WRONG. If you can't do that after the aforementioned actions then maybe you might agree or at least learn from it. Quit attributing things to me I never said ok? I can say things that are offensive enough and I don't need amateurish help in doing so. -

Just so you know that comment was in response to warped skydiver referring to many prominent leaders of the democratic party as "libtards". I do not believe that all people who support the 2nd amendment are Heston wannabes. I do however think people who seem to care only about politics in terms of the 2nd amendment as Heston wannabes. Well there are quite a few good places to buy from, I will point out a few honest merchants if you like. There are quite a few manufacturers of AR15s and if you have the skills you are allowed by law to make ONE for yourself there are excellent CAD drawings to work from or CNC machine from. There is some BATFE paperwork to fill out and pay a small fee as well. -

By Jim Guy / The Fresno Bee 02/20/07 03:31:12 The family of Fowler farmer Donnie Srabian, shot by a sheriff's deputy who apparently went to the wrong home after a 911 call, is "outraged" that Srabian has been booked on suspicion of assault with a deadly weapon, Srabian's attorney said Monday. "There is not a jury in the world that would convict him," attorney Sal Sciandra said. "He's at home, he hears a disturbance and walks outside. There's no question he brought a gun with him. He's in the country, and there are all kinds of problems ." Srabian, 61, was shot Friday night after the deputy was sent to investigate a 911 hangup call at 7297 E. Walter Ave., just east of Fowler, sheriff's officials said. Deputies routinely check to make sure whoever made the call is not in danger. Just minutes later, the dispatcher was notified that the deputy had been involved in a shooting. Srabian lives at a different address -- 7274 E. Walter Ave. Sheriff's Lt. Fred Lopez said Saturday that the deputy, in a marked patrol car, drove down a long driveway and pulled up in front of a farmhouse. The deputy told investigators a man wearing a ski mask and armed with a gun came out of the house and pointed the gun at him. Lopez said the deputy feared for his life and fired several shots, striking the man once. It was not known whether the man fired at the deputy. Beverly Srabian, 66, said Saturday she believed the deputy overreacted. She said her brother was wearing a beanie, not a mask, to cover his ears and protect him from the cold. After the shooting, Srabian was taken to University Medical Center, where he was in fair condition Monday with a wound in the abdomen. He was booked on suspicion of assault with a semiautomatic weapon on a peace officer and is handcuffed to a bed at UMC with a deputy nearby, Sciandra said. Sheriff's Lt. Steve Wilkins indicated such procedures are standard for anyone booked on such charges. Sciandra said he has visited Srabian at UMC and Srabian was "looking pretty good. He is able to sit up and talk." As to Srabian's state of mind, Sciandra said, "He's pretty upset." Sciandra said the Srabian family has been in the Fowler area "forever," and it was obvious Srabian believed he was being confronted by an intruder. He said no one at the home that night heard the deputy identify himself as a police officer. He said the family is investigating the possibility of a civil suit against the Sheriff's Department. -

There are many who hunt with .50 BMG rifles, including Eskimos and Native Americans, as well as other more "familiar" hunters. There is a husband and wife team in PA that hunts white tail deer and elk with them. They usually shoot at over 1200 meters and have never had an animal not drop dead in its tracks. -
