That assumes that every single person will receive exactly the same benefit from the justice system, which is highly improbable. The citizens. Who are the same folks that guarantee everything else. In other words, taxpayers, since taxes are how the citizens guarantee such financial obligations. Actually, I was postulating a system without taxation, so there would be no taxpayers. The citizens would guarantee the revenue stream by actually paying attention to the accounts and managing the spending from them. Responsible accounting does not equate to guaranteeing revenue. The only way to guarantee revenue is to have a source of revenue from which funds can be diverted. If that alternate source of revenue is the citizens, then the revenue they provide is tax money. One incentive is the revenue stream and/or free/low cost labor each conviction would produce. Another incentive would be that the costs associated with acquittals would go unrecovered.   9. We should be looking to the Soviet war in Afghanistan for guidance. We're fighting the next generation of the same mujahideen, only this time we are fighting on the other side, making our position analogous to the USSR's. No, it's not winnable as a military conflict. Fighting it as such plays right into al Qaeda's strategy. No, we shouldn't send in more troops. It was a bad idea to send the troops that we've already deployed to Afghanistan. The WTC attacks left the USA with the need to do some intensive international police work to bring the perpetrators to justice. Instead of doing that, the former administration waged a war on Afghanistan. That strategy allowed al Qaeda to grow and become a movement. Sending more troops only perpetuates that strategic blunder. Army Rangers are not the same as Army Special Forces. Some troops may go to both schools and are considered to both, but to be considered Army Special Forces, a soldier must be qualified to wear the green beret and the Special Forces tab.   13. I consider intelligence to be different from education level. I've known highly intelligent people whose education ranges from dropping out of high school to holding Ph.D. degrees. I've also encountered people with Ph.D.'s who I wouldn't consider intelligent by any stretch of the imagination. I think there's a correlation between intelligence and higher academic accomplishment, but correlation does not prove causation. There's also a positive correlation between kids owning lots of books and better academic performance, but that doesn't mean that buying your kid a bunch of books will guarantee that they'll do well in school. Reagan was a horrible president. He was good at acting presidential, but not much more. We are still suffering the repercussions of his presidency.
