I think all states have continuity of operations plans, not necessarily for the breakdown of federal government, but for natural disasters. For example, Florida and Texas have extensive plans, that are actually put into play from time to time, to deal with hurricanes, covering things like mass evacuations, loss of electricity, emergency services, etc. Kind of the same things you would expect to have to deal with from a government breakdown. So I can't see what this article talks about being much different from what already goes on. Even businesses do it. In one of the companies I worked for they spent massive amounts of money for computer recovery plans, and we would do annual tests moving all our data and communications to locations in other states to see how fast we could restore the computer services upon which the company depended, in case the usual data center was wiped out. It seems that many bureaucratic agencies/corporations are planning for the worst. My son-in-law is a programmer employed by a banking corporation. He told me a month or so ago that he was working on contingency programming for the financial collapse of Greece. I live in FL and am well aware of disaster preparedness.
